In fact, most administrative procedures require proof of identity by requiring citizens to provide a citizen ID card number along with the date of issue.

Where is the date of issue on citizen ID cards in Vietnam placed?

*In case of chip-based citizen ID cards

- Pursuant to Article 3 of Circular 06/2021/TT-BCA:

+ The date of issue of the citizen ID cards is placed on the backside of the card, on the left, the second item from the top.

+ Above the date of issue of the chip-based citizen ID cards is the entry with identification characteristics/Personal identification: This is a unique and stable external characteristic to distinguish one person from another.

+ Below the date of issue of the citizen ID cards are electronic chips, seals and signatures of the Director of the Administrative Administration of Social Order.

+ Right of the date of issue of the chip-based citizen ID cards is the fingerprint box of the left index finger/Left index finger and right index finger/Right index finger of the citizen ID card grantee.

+ At the bottom is a character line called MRZ

*In case of barcode-based citizen ID cards

- Barcode-based citizen ID cards have the date of issue on the back of the card, in the bottom right corner, next to the fingerprint box, under the identification characteristics and barcode line section.

What is the remarkable information on citizen ID cards in Vietnam?

- Citizen ID card number: The citizen ID card number has 12 numbers. This is the personal identifier of the citizen. Each citizen is given a unique identifier from birth to death that is not repeated in others.

- Accordingly, the citizen ID card number is the personal identification number. According to Article 13 of Decree 137/2015/ND-CP, this number consists of 12 numbers, with a structure of 06 numbers: birth century code, gender code, citizen's birth year code, provincial code, centrally-run city or country code where citizens register their birth and 06 numbers are random number intervals.

- Specifically, Article 4 of Circular 59/2021/TT-BCA provides guidance on the meaning of each of these digits as follows:

+ The first 3 digits are the code of the province or centrally-run city where the citizen registers his birth, or the code of the country where the citizen registers his birth.

+ The next 3 numbers are birth century code, gender code and birth year code.

+ The remaining 6 numbers are random numbers.

- Date of birth, permanent residence: is very good information required to be provided when carrying out administrative procedures, participating in transactions ...

+ Therefore, if the date of birth and permanent residence stated on the citizen ID cards is wrong, you need to immediately go to the police office to redo the citizen ID cards.

- Place of issue:

+ With chip-based citizen ID cards, the place of issue of the card is the Police Department for administrative management of social order.

+ With barcode-based citizen ID cards: If making a card from January 1, 2016 to before October 10, 2018, the place of issue is the Police Department of Residence Management Registration and National Data on Population; If the card is made from October 10, 2018 onwards, the place of issue is the Police Department for administrative management of social order.

- Gender: for those who have changed gender, if they have not redone the citizen ID cards and changed their civil status information, they must still write their gender in the gender documents and procedures stated on the citizen ID cards.

What is the validity of citizen ID cards in Vietnam?

- Pursuant to Clause 1, Article 19 of the Law on Citizen Identity 2014, Vietnamese citizens aged full 14 years or older are eligible for grant of citizen’s' identity cards.

- In particular, the expiry date of the citizen ID cards does not depend on the date of issue like ID card but on the age of the cardholder. Specifically, Article 21 of the Law on Citizen Identity 2014 stipulates:

+ A citizen identity card must be renewed when a citizen reaches full 25 years, full 40 years and full 60 years.

- Citizen identity cards which are granted, renewed or re-granted within 2 years before a citizen reaches the age specified in Clause 1 of this Article remain to be valid until he/she reaches the subsequent age eligible for card renewal.

Thus, there are three expiration timelines for citizen ID cards: 25 years old, 40 years old and 60 years old.

- In 02 years before reaching 25 years old, 40 years old and 60 years old, when applying for new citizen ID cards, these citizen ID cards will be valid until the next card redemption age.

In what cases will chip-based citizen ID card holders in Vietnam face penalties?

- Pursuant to the provisions of Article 10 of Decree 144/2021/ND-CP, chip-based citizen ID card holders may still be fined when falling into one of the following cases:

- Failing to present the citizen ID card at the request of a competent person;

- Failing to comply with regulations of law on issuance, replacement, re-issuance of the citizen identity card;

- Failing to return the citizen ID card to the competent authority upon renunciation, loss of the Vietnamese nationality or cancellation of the decision to grant the Vietnamese nationality; failure to return the citizen ID card to the authority that executes the detention order, sentences including imprisonment, compulsory education in a reform school, correctional institution or rehabilitation center.



Fine from 01 - 02 million VND

- Appropriating, using another person's citizen ID card;

- Erasing, chancing or otherwise falsifying the citizen ID card;

- Destroying, deliberating damaging the citizen ID card;

Fine from 02 - 04 million VND

- Making, using forged documents or data in order to be granted a citizen ID card;

- Providing false information or documents in order to be granted a citizen ID card.

Fine from 04 - 06 million VND

- Forging the citizen ID card; but not liable to criminal prosecution;

- Using a forged citizen ID card;

- Pledging the citizen ID card, or receiving them as pledge;

- Buying, selling, taking or granting lease of the citizen ID card;

- Borrowing, lending the citizen ID card for commission of illegal acts.
