Where can citizens apply for certification of residence information in Vietnam?

According to the guidance in Decision 5548/QD-BCA-C06, citizens can apply for certification of residence information:

- At commune police authority.

- Via the Public Service Portals, the national public service portal, the public service portal of the Ministry of Public Security, or the public service portal for residence management.

In addition, Clause 1, Article 17 of Circular 55/2021/TT-BCA stipulates:

1. Citizens wishing to have their residence information verified may visit registration authorities across the country regardless of their places of residence to request such verification or send a request for residence information verification via the national public service portal, public service portal of the Ministry of Public Security or public service portal for residence management.

Thus, citizens can apply for certification of residence information at registration authorities across the country regardless of their places of residence.

Contents of residence information verification include:

- Time of residence registration,

- Location of residence registration,

- Type of residence registration

Residence information verification shall be valid for 06 months starting from the date on which the verification is made for the cases mentioned in Clause 1 Article 19 of the Residence Law if residence declaration is verified and valid for 30 days starting from the date on which the verification is made if residence information is verified. In case the residence information of a citizen has changed and the change is updated to the residence database, residence information verification shall become invalid from the time of such change.

In addition, citizens apply for certification of residence information during office hours on working days from Monday to Friday and Saturday morning every week (except holidays and New Year's as prescribed by law).

What are the required documents when applying for certification of residence information in Vietnam?

According to the instructions in Decision 5548/QD-BCA-C06, when applying for certification of residence information in Vietnam, citizens must prepare the declaration of changes in residence information (Form CT01 issued together with Circular 56/2021/TT-BCA. (download)

From the date of receipt of a valid application, the residence registration authority is responsible for granting the certification of residence information to the citizen within 1 working day in case the information is available in the national database on population and within 03 working days in the case where the verification is required; in case of refusal to process the residence information verification, it must reply in writing and clearly state the reasons therefor.

What is the fee for issuing the certification of residence information in Vietnam?

According to the guidance in Decision 5548/QD-BCA-C06, the procedure for issuing the certification of residence information does not currently stipulate fees and charges.

Therefore, citizens who request residence information verification must not pay fees and charges.

What are the procedures for issuing the certification of residence information in Vietnam?

- Step 1: Individuals and organizations prepare the required documents according to the provisions of the law.

- Step 2: Individuals and organizations submit applications to the commune police authorities.

- Step 3: When receiving the application for residence information verification, the residence registration authority checks the legality and content of the application:

+ If the application is complete and valid, the official receiving the application shall receive the application, and issue the slip for the receipt of the application and the appointment to return the results (form CT04 issued together with Circular 56/2021/TT-BCA) to the applicant;

+ In case the application is eligible with insufficient documents, the official receiving the application shall guide the applicant to supplement and complete and issue the instruction sheet for supplementing and completing the application (form CT05 issued together with Circular 56/2021/TT-BCA) to the applicant;

+ In case the application is not eligible, the official receiving the application shall issue the slip of refusal to receive and handle the application (form CT06 issued together with Circular 56/2021/TT-BCA) to the applicant.

- Step 4: Based on the slip for the receipt of the application and the appointment to return the results, the applicant shall receive a notification of the settlement result of residence registration procedures (if any).

Note:

- If the application is valid, the residence registration authority will issue the certification of residence information (Form CT07 issued together with Circular 56/2021/TT-BCA).

- In case of refusal to settle the household separation, a written reply must be provided clearly stating the reason (form CT06 issued together with Circular 56/2021/TT-BCA).
