Vietnam: When is the 2023 military enlistment period of each locality nationwide? Is the annual recruitment quota fixed?
What date is the 2023 enlistment period of each locality in Vietnam?
Implementing Decision 66/QD-TTg in 2022 of the Prime Minister on calling citizens to enlist in 2023, Decision No. 4205/QD-BQP in 2022 of the Minister of National Defense on the assignment of recruitment targets for enlisted citizens in 2023, from February 6-10, 2023, young people in the whole country will set out to perform military service in 2023.
According to the plan, the enlistment period in localities will take place from February 06, 2023 to February 10, 2023.In which:
- On February 6, there will be 19 provinces and cities organizing the military delivery ceremony including: Hanoi, Cao Bang, Bac Kan, Lang Son, Bac Giang, Bac Ninh, Thai Nguyen, Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh, Hai Duong, Hung Yen, Hoa Binh, Thanh Hoa, Quang Binh, Thua Thien - Hue.
- On February 7, there were 3 provinces holding military delivery ceremonies including Nghe An, Ha Tinh, Quang Tri.
- On February 8, 24 provinces and cities held a military delivery ceremony: Tuyen Quang, Yen Bai, Phu Tho, Vinh Phuc, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Ho Chi Minh City, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Long An, Ba Ria - Vung Tau, Binh Thuan, Lam Dong.
- On February 9, there will be 12 provinces and cities organizing the military delivery ceremony, including: Tien Giang, Ben Tre, Dong Thap, Vinh Long, Tra Vinh, Can Tho, Hau Giang, Soc Trang, An Giang, Kien Giang, Bac Lieu, Ca Mau.
- On February 10, the province held the final military delivery ceremony: Ha Giang, Lao Cai, Lai Chau, Dien Bien, Son La.
Accordingly, provinces and cities such as Hanoi, Cao Bang, Bac Kan, Lang Son, Bac Giang, Bac Ninh, Thai Nguyen, Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh, Hai Duong, Hung Yen, Hoa Binh, Thanh Hoa, Quang Binh, Thua Thien - Hue will have an enlistment period as early as February 6, 2023.
Provinces and cities such as Ha Giang, Lao Cai, Lai Chau, Dien Bien and Son La will have a military enlistment period of February 10, 2023 at the latest.

How are the annual military service recruitment quotas regulated in Vietnam?
Pursuant to the provisions of Article 3 of Circular 148/2018/TT-BQP stipulating as follows:
Article 3. Drafting quota and time
1. Comply with the Decision of the Prime Minister on conscripting citizens annually.
2. Pursuant to the Decision of the Prime Minister, the Minister of National Defense decides to introduce the quota for conscripting citizens to entities affiliated to the Ministry of National Defense in every province, central-affiliated cities (hereinafter referred to as “provincial").
Accordingly, every year, the call of citizens to enlist in the army will be carried out according to the decision of the Prime Minister
The recruitment criteria for enlisted citizens for units under the Ministry of Defense in each province or centrally-run city will be based on the decision of the Prime Minister and the Minister of Defense.
Therefore, the annual recruitment quota for military service will not be fixed.
When will citizens enlisted in 2023 be discharged in Vietnam?
Pursuant to Clause 1, Article 21 of the Vietnam Law on Military Service 2015 provides as follows:
Article 21: Duration of service in regular armed force of non-commissioned officers/enlisted soldiers
1. Duration of service in regular armed force in peacetime of non-commissioned officers/enlisted soldiers is 24 months.
2. The Minister of National Defense may give decision on extension of duration of service in regular armed force of non-commissioned officers/enlisted soldiers in the following cases (the extension shall not exceed 6 months):
a) To ensure the readiness for combat;
b) During the prevention and fighting against natural disasters/epidemics and the rescue activities.
3. The duration of service of non-commissioned officers/enlisted soldiers in wartime or in emergency condition of national defense shall be in accordance with the general mobilization or local mobilization.
According to the above regulations, the period of active service will be 24 months.
At the same time, every year will call citizens to enlist in February or March.
Therefore, citizens who enlist in 2023 will be discharged in February or March 2025.
What are the health standards for military service of citizens in 2023 in Vietnam?
Pursuant to Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP stipulates as follows:
Article 4. Drafting requirements

3. Health requirements:
a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.
c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS

At the same time, based on Clause 2, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP stipulates the following ways for military service examination points:
- Point 1: Only very good health;
- Point 2: Only good health;
- Point 3: Only good health status;
- Point 4: Only average health status;
- Point 5: Only poor health;
- Point 6: Only very poor health.
Referring to Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP stipulates the classification of health as follows:
Based on the number of points scored for 8 indicators stated in the military service health voucher to classify, specifically as follows:
- Category 1: 8 targets all scored 1;
- Category 2: Have at least 1 indicator scored 2;
- Category 3: Have at least 1 target scored 3;
- Category 4: Have at least 1 target scored 4
- Category 5: Have at least 1 target scored 5;
- Category 6: Have at least 1 target scored 6.
According to the above bases, based on 8 criteria of military service health examination including Physical strength, eyes, ENT, teeth, maxillofacial, internal medicine, neuropsychology, surgery, and dermatology to classify health.
Only citizens with health categories 1, 2, 3 may be selected. In the case of citizens with type 3 refractive eye defects (myopia 1.5 diopters or more, farsightedness of all degrees) do not call for enlistment.
