On March 28, 2022, the Prime Minister of Vietnam issued Decision 390/QD-TTg in 2022 approving the project "Building a national database on asset and income control" to ensure management in the direction of concentration and consistency across the country in accordance with the provisions of the Law on Anti-corruption 2018 and the Decision 56/QD-TW dated February 8, 2022 of the Politburo on promulgating the Regulation on coordination between asset and income control agencies (hereinafter referred to as the Regulation on coordination between asset and income control agencies). In particular, the tasks and solutions to build the National Database on Asset and Income Control are specified as follows:
What is the information technology system design model of the National Database on asset and income control?
The national database on asset and income control is built and centrally managed at the Government Inspectorate according to Article 52 of the Law on Anti-corruption 2018 of Vietnam and the Regulation on coordination among asset and income control agencies, are organized as follows:
- The national database on asset and income control, which is archived at the Government Inspectorate, is built, managed and operated by the Government Inspector, including information on declarations and conclusions on asset verification, income and other data related to the control of assets, regulatory income. The national database on asset and income control is received, updated, and processed information on asset and income control provided by the agency, organization or unit managing the person who is obliged to declare and the other income and asset control agency.
- Other assets and income control agencies (controlling agencies prescribed under the 2018 Law on Anti-corruption and the Regulation on coordination among assets and income control agencies) develop, manage, exploit and protect the database on asset and income control within the scope of management, ensuring the consistency, efficiency, safety and security under the guidance of the Government Inspector.

What will be included in information and data of the National Database on Asset and Income Control?
- The national database on asset and income control is formed (converted, integrated, synchronous) from the following information and data sources:
+ Data on declaration of assets and income of the person who is obliged to declare;
+ Data on asset and income control from state management agencies, asset and income control agencies according to the provisions of the 2018 Law on Anti-corruption and the Regulation on coordination among assets and income control agencies;
+ Shared data from other national databases through connection with the national database on asset and income control as prescribed by law.
- System information and data include:
+ Information on assets and income of persons who are obliged to declare according to Decree No. 130/2020/ND-CP of Vietnam dated October 30, 2020 of the Government and other information on control of assets and income according to the provisions of the 2018 Law on Anti-corruption which are imported from the assets and income control agencies on the System and updated into the correct partition managed by the unit. Updated information on the System is technically processed and standardized into data, which is stored in the Data Center.
+ After the information has been received by the System, any changes in the declared contents will be made until the end of the declaration time limit specified in the 2018 Law on Anti-corruption and the Regulation on coordination among assets and income control agencies. These changes can only be made with the approval of the authorized person, on the basis of a reasonable explanation of the declarant and stored on the System.
- The Government Inspectorate shall assume the prime responsibility for formulating and promulgating regulations on information standards, technical regulations on data, and regulations on data exchange and confidentiality in common consensus for state agencies at all levels to base themselves, in which, standardization, transformation and data integration are carried out through intermediary communication software on the Government Inspectorate to ensure safety and security.
What is the business model of the information system of the National Database on asset and income control?
- Persons obliged to declare under the Law on Anti-corruption shall declare assets and incomes according to regulations; The declaration is made by paper declaration or online declaration through the function of the National Database on Asset and Income Control:
+ In case of declaration by paper declaration, the person who is obliged to declare assets and income shall submit the declaration to the agency, organization or unit as prescribed.
+ In case of online declaration (made after 2023): The person who is obliged to declare is granted a personal declaration account; make declarations on the System.
- The asset and income control agency checks, digitizes (for paper declarations), ensures the accuracy to update into the National Database on Asset and Income Control.
What are the requirements on the information system of the national database on asset and income control?
- The database's hardware and software system is suitable for management characteristics to ensure the receipt of input information, information processing, information storage, and information exploitation, within the scope of the whole Vietnam.
- The system has the function of managing accounts of income-controlling agencies to manage and update information into the System. Each agency controlling income assets is assigned a separate data partition for each unit: the units manage and update their unit's volatility data according to their respective partitions, in which this unit are not allowed to view, update data of other units and can only manipulate data of their own units.
- The software of the National Database on Income Assets Control ensures that it fully meets the professional requirements, from digitization, receipt of declarations to archiving and partitioning of data, declaration for each unit, at the same time serving the work of verification and inspection, and has the ability to make statistics and report data on a national scale.
- Requirements on data stored in the System: Information about assets and income provided by the property declarer, income; information updated by the asset and income control agency into the System.
- The system aims to ensure the online declaration and management of assets and income after amending and supplementing relevant laws.
- The overall architecture of the National Database system on asset control and income ensures compliance with the Vietnam E-Government Architecture Framework.
