What vehicles can a D-class driver's license drive in Vietnam?
According to the provisions of Clause 9 Article 16 of Circular 12/2017/TT-BGTVT on class D driver's license as follows:

9. Class D is issued to the driver to operate the following vehicles:
a) Cars carrying people from 10 to 30 seats, including seats for the driver;
b) Vehicles specified for class B1, B2 and C driver's licenses.
Thus, the types of vehicles that class D driver's license holders can drive include:
- Passenger cars with 10 to 30 seats
- Passenger cars up to 9 seats, including driver's seat
- Trucks, including specialized trucks with a design tonnage of less than 3,500 kg
- Tractor towing a trailer with a design tonnage of less than 3,500 kg
- Specialized cars with a design tonnage of less than 3,500 kg
- Vehicles specified for class B1 driver's licenses
- Trucks, including specialized trucks and specialized cars with a design tonnage of 3,500 kg or more;
- A tractor towing a trailer with a design tonnage of 3,500 kg or more.

How long does a class D driver's license last in Vietnam?
According to the provisions of Clause 4 Article 17 of Circular 12/2017/TT-BGTVT supplemented by Clause 3 Article 2 of Circular 01/2021/TT-BGTVT on the expiry date of class D driver's license as follows:
Duration of a driver's license
1. Class A1, A2, A3 driver's licenses are not valid.
2. A class B1 driving license is valid until the driver reaches 55 years old for women and full 60 years old for men; In case the driver is over 45 years old for women and over 50 years old for men, the driver's license shall be issued for a period of 10 years from the date of issue.
3. Class A4 and B2 driver's licenses are valid for 10 years from the date of issuance.
4. Class C, D, E, FB2, FC, FD, FE driving licenses are valid for 05 years from the date of issuance.
5. The duration of the driver's license is indicated on the driver's license.
Thus, the validity period of a class D driver's license is 05 years from the date of issue and is printed on the driver's license.
Is it penalized to use an expired Class D driver's license in Vietnam?
According to the provisions of Article 21 of Decree 100/2019/ND-CP amended and supplemented by Clause 11 Article 2 of Decree 123/2021/ND-CP on sanctioning administrative violations for the use of expired driver's licenses as follows:

8. A fine of VND 5,000,000 to VND 7,000,000 shall be imposed on drivers of automobiles, tractors and vehicles similar to automobiles who commit one of the following acts:
a) Have a driver's license but have expired for less than 03 months;
b/ Having an international driving permit issued by countries parties to the 1968 Convention on Road Traffic (except for an International Driver's Permit issued by Vietnam) but not carrying a national driver's license;
c) Use an invalid driver's license (Driver's license with the embryo number indicated on the back does not match the latest issued embryo number in the driver's license management information system).
9. A fine of VND 10,000,000 to VND 12,000,000 shall be imposed on drivers of automobiles, tractors and vehicles similar to automobiles who commit one of the following acts:
a) Having a driving license but not suitable for the type of vehicle being driven or having a driving license but having expired for 03 months or more;
b) Not having a driver's license or using a driver's license not issued by a competent agency or using an erased driver's license.
10. In addition to being fined, drivers of vehicles that commit violations shall also be subject to the following additional sanctions:
a) Perform the acts specified at Points a and c, Clause 5; Points b and d, Clause 7; Point c Clause 8; Point b, Clause 9 of this Article is also subject to additional sanctions for confiscation of driver's licenses not issued by competent agencies, erased driver's licenses, invalid driving licenses;
Thus, when using an expired Class D driver's license, the driver may be sanctioned for administrative violations from VND 5 million to VND 7 million for a driver's license that has expired for less than 03 months or from VND 10 million to VND 12 million for a driver's license that has expired for 03 months or more.
How will using a fake driver's license be administratively sanctioned in Vietnam?
According to the provisions of Point c, Clause 8 and Point b, Clause 9, Article 21 of Decree 100/2019/ND-CP amended and supplemented by Clause 11 Article 2 of Decree 123/2021/ND-CP on the use of invalid vehicle documents will be administratively sanctioned as follows:
- A fine ranging from VND 5,000,000 to VND 7,000,000 for the use of an invalid driver's license (Driver's license with the embryo number indicated on the back does not coincide with the latest issued embryo number in the driver's license management information system).
- A fine ranging from VND 10,000,000 to VND 12,000,000 for not having a driver's license or using a driver's license not issued by a competent authority or using an erased driver's license.
- In addition, additional sanctions for confiscation of driver's licenses not issued by competent authorities, erased driver's licenses, invalid driving licenses shall be imposed.
