Pursuant to Guideline 14-HD/TWDTN-BTG of 2023 providing guidance on the topic of the Youth Union branch's activities issued by the Central Committee of CPV.
The topic of the Youth Union branch's activities in November 2023 is "Remembering Teachers". Specifically, the Central Committee of CPV provides the following guidance:
- Organize propaganda and education for union members and youths about the meaning of Vietnam Teachers' Day 20/11 the guidelines and policies of the Party and the State's laws on education.
- Organize activities of branches, chapters, and detachments to review the traditions of Vietnam Teachers' Day 20/11 with the theme "Remembering teachers, aunts - Silent ferry drivers", outstanding achievements in the cause of education, the dedication of excellent teachers devoted to the cause of education for the young generation.
- Organize visits, gifts, and support for retired senior teachers; pay attention to encouraging families and teachers in difficult circumstances, especially teachers working in disadvantaged areas, mountainous, remote, border, and island areas.
- Prepare contents and evaluate the results of the work program of the Youth Union and the youth movement in 2023; commend, reward, and motivate collectives and individuals with achievements in the Youth Union branch's work in 2023.
What is the time for organizing the Youth Union branch's activities in Vietnam?
Pursuant to subsection 11.1 of Section 11 of Guideline 16-HD/TWDTN-BTC of 2018 as follows:
Article 17.
11.1. Article 17(3).
a. The Youth Union branch is the cell organization of the Youth Union, the core nucleus that unites and gathers children.
- The Youth Union branch has regular activities once every 01 month.
- Youth Union branch in areas populated in deep-lying, remote and mountainous areas, in units where union members are dispersed in large areas or regularly go on business trips out of the area, agencies certified by the supervisory Youth Union branch, has regular activities at least 01 every 03 months.
b. Types of branches of specific nature
- Branches are formed in youth volunteer formations, volunteer youth, shock youth, youth youth formations, units, groups, teams, working groups, cooperatives, etc. For a period of 6 months or more, they may be attached to the supervisory Youth Union branch where such branches are established or subordinate to the grassroots Youth Union branch where such branches operate.
- In collective quarters, workers' hostels, industrial parks, export processing zones, factories, enterprises, etc. If there is no union organization, the commune, ward or town where there is a subordinate branch shall be established. These branches will be the nucleus to move towards the establishment of unions in enterprises.
- The establishment of branches at credit-based training places shall be decided accordingly by the executive committee of the school Youth Union branch based on specific conditions on the basis of the guidance of the Central Secretariat of Ho Chi Minh Communist Youth Union.
- For joint training units, union members live and are under the management of branches and Youth Union branches of schools where union members study.
c. Temporary Youth Union branch
- In youth volunteer formations, volunteer youth, shock youth, youth shock formations, youth labor formations, units, groups, teams, working groups, etc. with a period from 01 month to less than 06 months and with 03 or more union members moving to live and work in the same area, the supervisory Youth Union branch where the above formations are established may make a decision to establish a temporary living Youth Union branch, appoint the Provisional Executive Committee, the Secretary of that branch and hand it over to the recipient.
- Temporary Youth Union branches have the task of organizing activities to implement resolutions of supervisory Youth Union branches where they are living, working, working, managing union members, collecting and paying union dues, and keeping contact with a ministerial level where they are established.
- Union members in temporary branches shall perform the same duties and powers as temporary union members.
d. Provincial-level and district-level standing committees shall provide guidance on the organization, operation and activities of branches; organize research and build models to develop specific types of branches; guide the operation of the temporary Youth Union branch in accordance with local conditions and characteristics and ensure the principles of the Youth Union branch's charter.
dd. Division
- A division is a unit established on the basis that union members living in the same branch have relatively specific working, labor and study conditions, or have geographical distance, difficulties in participating in activities and activities of the branch without conditions to separate into an independent branch.
- Tasks of the division: to be a unit, gather youth union members, organize union members to participate in activities and activities of the Youth Union branch according to the resolution of the branch; evaluate and rank union members annually and report the results to the Executive Committee of the branch to conduct the process of commenting and evaluating members of the branch; may request the executive committee of the Youth Union branch to consider introducing youths for admission to the Youth Union branch; may perform tasks directly authorized by the Executive Committee of the Branch.
- Process and procedures for establishing a division: based on the conditions of study, labor, and work, the executive committee of the branch discusses and agrees on the establishment of the division and assigns trade union members as division leaders.
- The regime of activities and activities of the division shall be prescribed by the executive committee of the branch but must comply with the provisions of the charter of the Youth Union branch.

What are the principles for collecting union dues of the Ho Chi Minh Communist Youth Union?
Pursuant to the provisions of Section 32 of Guideline 16-HD/TWDTN-BTC of 2018 as follows:
Principles of collection and payment of union dues of the Ho Chi Minh Communist Youth Union
32.1. Principles
a. Every month, union members pay union dues to the branch. In case a union member has difficult circumstances, the executive committee of the grassroots-level Youth Union branch shall consider exempting union dues for a certain period of time but not exceeding 6 months.
b. The branch is responsible for collecting union members' dues once a month.
32.2. Union dues
According to current regulations, based on the actual situation, the Central Secretariat of Ho Chi Minh Communist Youth Union will submit to the Central Standing Committee of Ho Chi Minh Communist Youth Union for consideration and adjustment of the reasonable contribution level.
32.3. The deduction and payment of the Union dues to the supervisory Youth Union branch.
Ministerial levels from the branch and above must deduct and pay union dues to the supervisory Youth Union branch. The appropriation provides as follows:
a. Deduction: From the branch upwards, each level is entitled to retain two-thirds (2/3) and pay to the supervisory Youth Union branch one-third (1/3) of the amount of union dues paid or deducted by the subordinate Youth Union branch organization. Divisional Youth Union branches and grassroots Youth Union branches assigned to supervisory levels are entitled to retain two-thirds (2/3) of Youth Union dues of their respective levels.
b. Timing of payment:
- Youth Union branches deduct and pay union dues to grassroots Youth Union branches (junior supervisory Youth Union branches, divisional Youth Union branches) once every 1 month.
- Grassroots Youth Union branch, district Youth Union branch and equivalent once every 3 months.
- Provincial, member and equivalent levels shall deduct and pay union dues to the Central Committee for 1 year from 1 to 2 times, the deadline for submission is December 30 of each year.
Thus, the collection and payment of union dues shall be carried out in accordance with the above-mentioned principles.
