Pursuant to the provisions of Subsection 1 Section VI of Plan 968/KH-UBND in 2023, the task of completing the mechanism and policy on family planning is as follows:
- Advise the Party Central Committee on adjusting or abolishing a number of regulations on the provision of contraceptives and family planning services.
- Promulgate the Program Implementation Plan; timely market research and analysis to promulgate appropriate policies on family planning; assign specific tasks to each agency or unit; promote the socialization of the supply of contraceptives and family planning services; take measures to adjust promptly and in accordance with practical conditions in each period.
- Experiment and disseminate new and modern techniques to improve the quality of family planning services.
- Organize seminars and conferences to disseminate legal documents and processes, regulations and technical standards after being approved. Attend professional training courses on technical processes, regulations and standards.

What is the task of developing the family planning service network in Ho Chi Minh City, Vietnam?
Pursuant to the provisions of subsection 3 of Section VI of the Plan 968/KH-UBND in 2023, it is clearly stated that the obligation to develop the family planning service network is as follows:
- Strengthen the network of family planning service providers at all levels; invest in and supplement material foundations and equipment for family planning service providers.
- Continue training for family planning service providers and contraceptives;
Training and fostering skills in counseling, monitoring, managing subjects and providing non-clinical contraceptives for staff, specialized specialists and population collaborators in the community; ensure human resources to provide family planning services at service providers.
- Expand the provision of contraceptives and family planning services at domestic and non-public health facilities; application of information technology in the provision of family planning services.
- Pilot and gradually expand models: providing mobile family planning/reproductive health services in industrial parks and export processing zones;
Provide online family planning/reproductive health services (telecommunications, internet) and other related models; continue to implement and expand the model of providing family planning/reproductive health services for adolescents and young people.
- Pilot and gradually expand models of assisted reproduction, prevention and infertility screening for young populations; early intervention and treatment of some causes leading to infertility in the community in Vietnam; community-based abortion reduction interventions
- Improve and improve the quality of information systems for logistics management of contraceptive devices and provision of family planning services.
Organize training and retraining on LMIS system administration for officials at all levels; regularly inspect and supervise the implementation of LMIS.
- Inspect and supervise the implementation of regulations on family planning; organize quality supervision of family planning establishments and service providers.

On March 17, 2023, the People's Committee of Ho Chi Minh City issued Plan 968/KH-UBND in 2023
Accordingly, in subsection 2 of Section V of Plan 968/KH-UBND in 2023, the targets in the implementation of family planning until 2023 are set out as follows:
- 100% of women have access to modern contraceptives, reproductive support and infertility prevention in the community in Vietnam;
The proportion of women of childbearing age using modern contraceptives will continue to remain above 60% until 2030; reduce 2/3 of adolescents and young people with unwanted pregnancies;
- 80% of family planning service providers will meet the prescribed quality standards including the non-public sector by 2025, reaching 90% by 2030;
- 100% of communes continue to provide non-clinical contraceptives through population collaborators;
- 100% of districts have health facilities providing family planning services, implementing clinical contraceptives and providing technical assistance to lower levels by 2025 and maintaining until 2030;
- More than 95% of communes regularly organize propaganda and mobilize people to implement family planning and use contraceptives; The implications of abortion, especially for adolescents and young adults, will be completed by 2025 and continue until 2030.
