In the spirit of Resolution 45-NQ/TW 2023 on reforming the training, retraining, utilization, remuneration, and honor of intellectuals and effective employment of talents as follows:
Reform the training, retraining, utilization, treatment, and honor of intellectuals and effective employment of talents
- Create breakthroughs, and drastic and comprehensive changes in the quality of high-level human resource training, and retraining of talents in higher education institutions and scientific research institutions; identify key research domains and directions and priorities associated with requirements for promoting research and development of science, technology, and innovation; focus on formulating breakthrough mechanisms and policies and investing resources to develop Hanoi National Parent University, Ho Chi Minh City National Parent University, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology and some higher education institutions, key research institutions on par with advanced countries, with sufficient capacity and conditions to play a key role in training, research and contributions of intellectuals; encourage domestic education and training institutions and research institutions to associate and cooperate with advanced institutions in the world to exchange experiences, and improve operational qualifications and capacity.
- Promptly detect domestic and overseas Vietnamese talents; adopt priority mechanisms and policies, breakthroughs in attracting, training, retraining, appreciating and remunerating talents, especially recruitment policies, wages, creating a working environment, focusing on good scientists, with high professional qualifications, capable of presiding over especially important science and technology tasks, leading experts, reputable intellectuals, with achievements of dedication in important branches and fields, strategic advisory agencies; pay attention to formulating support mechanisms and policies for young and female intellectuals working in deep-lying, remote, border and island areas, in the armed forces and ethnic minorities.
Under Resolution 45-NQ/TW 2023, the CPV has set the task of focusing on formulating breakthrough mechanisms and policies and investing resources to develop the following units on par with advanced countries, with sufficient capacity and conditions to play a key role in training, research and contributions of intellectuals:
- Hanoi National Parent University,
- Ho Chi Minh City National Parent University,
- Vietnam Academy of Social Sciences,
- Vietnam Academy of Science and Technology and
- Some higher education institutions, key research institutions
At the same time, domestic education and training institutions and research institutions are encouraged to associate and cooperate with advanced institutions in the world to exchange experiences and improve operational qualifications and capacity.
What are the tasks and solutions for reforming the content and mode of operation of intellectual associations in Vietnam under Resolution 45-NQ/TW 2023?
In subsection 5 Section III of Resolution 45-NQ/TW 2023, the tasks and solutions for reforming the content and mode of operation of intellectual associations in Vietnam are specified as follows:
- Strongly reform the content and mode of operation of intellectual associations from the central to local levels, especially the Vietnam Union of Science and Technology Associations and the Vietnam Union of Literature and Art Associations in the direction of close to reality, encouraging and maximizing their role, the great potential of the intelligentsia.
Attach importance to enhancing the role of representing the legitimate rights and interests of members and intellectuals; attracting, gathering, uniting intellectuals, developing organizations and developing members; act as a solid bridge between the Party, the State, the political system and the intelligentsia.
- Create conditions for intellectual associations and intellectuals to contribute ideas, participate in consultancy, supervision, criticism and social assessment activities, contributing to improving the quality of operation of consultative councils of the Vietnam Fatherland Front.
Give mechanisms to create conditions for intellectual associations to participate in the performance of a number of public services, supervise professional activities, accredit and announce the quality of some public services.
- Develop the Party organization in clean and strong intellectual associations, playing a pivotal political role in the activities of the association.
Pay attention to developing Party members among intellectuals, especially young intellectuals to meet the Party's requirements.
What are the orientations to 2045 for the development of Vietnam's intellectual workforce outlined in Resolution 45-NQ/TW 2023?
In the spirit of subsection 3 Section II of Resolution 45-NQ/TW 2023, the orientations to 2045 for the development of Vietnam's intellectual workforce are specified as follows:
- The Vietnam's intellectual workforce is strong, of high quality, reasonably structured, among the top in the region and close to developed countries;
- There are scientists influential in the world and winning international awards in various fields;
- Many scientific and technological organizations, education and training institutions meet international standards to meet the requirements of developed countries.
