Recently, on the website: https://canhsatquanlyhanhchinh.gov.vn/ portal, the Police Department on Administrative Management of Social Order in Vietnam has posted a notice on recruiting citizens to the People's Police.
Accordingly, the Police Department on Administrative Management of Social Order in Vietnam has announced the recruitment of 10 citizens to the People's Police in 2023.
- Subjects eligible for the recruitment are officials, civil servants, public employees working at ministries and branches at the central and local levels, professional officers and soldiers serving in the Vietnam People's Army, and Vietnamese citizens graduating from university or higher majoring in information technology (IT) or equivalent.
- The recruitment criteria include:
+ Age: Candidates are not older than 30 years old.
+ Health
++ Good health, no deformities, social diseases;
++ Height: For men from 1m64 and above; for women from 1m58 and above;
+ Vision: Vision without glasses per eye reaches 9-10/10, total vision of 02 eyes reaches from 18-20/10.
+ Qualification requirements: Candidates have good academic results or higher majoring in IT or equivalent; understand artificial intelligence (basic or advanced). Candidates achieving prizes when participating in domestic or foreign competitions (provincial level or higher) or of prestigious organizations (individuals or teammates) related to research on IT and mathematics; security, information security, software, network systems, databases, or candidates with international certificates related to IT majors shall be prioritized.

What are the procedures for recruiting citizens to the People's Police in Vietnam?
Pursuant to Article 14 of Circular 55/2019/TT-BCA, the procedures for recruiting citizens to the People's Police in Vietnam are:
Step 1. Develop a recruitment plan
Based on the criteria approved by the Minister of Public Security, the personnel organizing agency of the police authorities shall formulate plans for the recruitment of citizens to the People's Police of their police authorities and submit them to the heads of police authorities for approval. The contents of the recruitment plan must clearly show the number, majors, training levels to be recruited, conditions for recruitment, recruitment sources, time to receive applications, and responsibilities for implementation.
Step 2. Announce the recruitment and receive applications
+ Based on the plans for recruitment of citizens to the People's Police approved by the heads of police authorities, the personnel organizing agency shall publicly announce on at least one of the mass media, namely newspapers, written newspapers, and newspapers, and must post on the unit's website, local and publicly posted at the head office about the criteria, conditions, quantity of recruitment, application, procedures, and place to receive applications of applicants. For recruitment of professional units that requires the protection of confidentiality about recruited persons, only officials and soldiers in police authorities are notified to introduce candidates;
+ The personnel organizing agency shall arrange for officials to directly receive applications. At the place to receive applications, all the necessary procedures for the applicant to apply smoothly must be posed. The applications that meet the needs and ensure the prescribed procedures shall be received. For remaining cases, officials receiving applications shall immediately return them to applicants. When receiving applications, a monitoring book must be made clearly stating information about the applicant and the order of submission of the application;
+ The duration for receiving applications is at least 30 working days from the date of announcing the recruitment.
Step 3. Establish the recruitment council and organize entrance examinations or admissions
+ At the end of receiving applications as prescribed at Point c, Clause 2 of this Article, the personnel organizing agency shall report to the heads of police authorities to issue a decision on establishing the recruitment council to perform the tasks specified in Article 10 of this Circular;
+ The recruitment council shall, based on Articles 10, 11 and 12 of this Circular, organize entrance examinations or admissions according to the assigned criteria.
Step 4. Announce recruitment results
+ At least 03 working days after completing entrance examinations or admissions, the recruitment council must publicly post and send a written notice of recruitment results to the applicant at the address registered by the applicant or contact the applicant to directly receive the written notice at the personnel organizing agency of police authorities;
+ Within 07 working days from the date of public posting of recruitment results, applicants have the right to submit an application form for reviewing examination or admission results. The recruitment council shall organize the review within 07 working days from the expiration date of receiving the application form as prescribed in this Clause.
Step 5. Decide on temporary recruitment and recruitment of citizens to the People's Police
After implementing the provisions of Clause 4 of this Article, the recruitment council shall agree on the list of recruited candidates in the recruitment period and report to the committees and leaders of police authorities for comments before submitting to the heads of police authorities for temporary recruitment and recruitment of citizens to the People's Police. For the cases specified in Clause 1, Article 3 of this Circular, before the personnel organizing agency proposes to the heads of the police authorities to decide, it must request the applicant to submit a decision on demobilization or transfer of branches or a written consent for the transfer issued by heads of agencies or organizations competent to manage officials.
Step 6. Announce the decision on temporary recruitment and recruitment of citizens to the People's Police
+ Within 07 working days from the date on which the heads of police authorities issue decisions on temporary recruitment and recruitment of citizens to the People's Police, the personnel organizing agency must notify in writing to citizens of the time of presentation at the agency or unit to receive tasks and preside over, coordinate with units directly employing officials in announcing and handing decisions to temporarily recruited persons and recruited persons;
+ The decision on recruitment and temporary recruitment of citizens to the People's Police must simultaneously send the Personnel Organizing Department 01 copy (original) to serve the management.

- Comply with the requirements of duties and payroll of the People's Police.
- Ensure democracy, fairness, openness, transparency, legality, and gender equality.
- Uphold the responsibilities of the commissioners and heads of police authorities.
- Recruit the correct title, job position, and eligibility and standards; ensure competitiveness, the number of applicants in each target must be at least two times higher than the regulated target.
- Have a reasonable priority policy in recruitment for people with good professional, technical, and professional qualifications; talented people; ethnic minorities; policy beneficiaries.
