Vietnam: What is the structure of official codes of market surveillance officials in 63 provinces and cities from January 20, 2024 according to the latest Circular?
Circular 25/2023/TT-BCT was issued on November 30, 2023 regulating official codes of officials working at market surveillance offices in Vietnam.
In the Appendix issued with Circular 25/2023/TT-BCT, it stipulates the structure of official codes of market surveillance officials of 63 provinces and cities from January 20, 2024 as follows:
(1) Official codes belonging to central market surveillance offices: TW-QLTT (natural number sequence issued to officials).
For example: TW-QLTT026
(2) Official codes of the provincial market surveillance offices: (Code of the Provincial Market Surveillance Department)-QLTT (natural number sequence issued to officials).

What are the procedures for issuance of official codes of officials working at market surveillance offices in Vietnam from January 20, 2024?
Article 4 of Circular 25/2023/TT-BCT stipulates the procedures for issuing Official codes as follows:
Procedures for issuance of official codes
1. Documents requesting issuance of official codes include:
a) Written request for issuance of Official codes of the market surveillance offices where officials are recruited, received, transferred, appointed, rotated, seconded (hereinafter referred to as reception);
b) 01 (one) certified copy of the decision to accept work at the market surveillance office.
2. Procedures for granting registration numbers:
a) Within 10 working days from the date officials accepted to work at the central market surveillance offices, the Department of Personnel Organization under the General Department of Market Surveillance prepares a dossier requesting the issuance of Official codes and requests it to the General Director. The General Department of Market Surveillance will consider and decide.
Within 15 working days from the date officials are accepted to work at market surveillance offices in provinces and centrally run cities, the head of provincial market surveillance offices prepares a dossier requesting issuance of Official codes to officials. of the unit to request the Director General of the General Department of Market Surveillance to consider and decide;
b) Within 15 working days from the date of receiving the valid dossier, the General Director of the Market Surveillance Department decides to issue a registration number to the proposed official.
Accordingly, the application for issuance of Official codes of officials working at market surveillance offices at all levels from January 20, 2024 includes the following documents:
- Written request for issuance of Official codes of the market surveillance offices where officials are recruited, received, transferred, appointed, rotated, seconded (hereinafter collectively referred to as reception).
- 01 (one) certified copy of the decision to accept work at the market surveillance office.
Procedures for issuing license numbers from January 20, 2024 include the following steps:
- Within 10 working days from the date officials are accepted to work at the central market surveillance offices, the Department of Personnel Organization under the General Department of Market Surveillance prepares a dossier requesting the issuance of Official codes and requests it to the Director General of the Market Surveillance Department. Market Surveillance Department will consider and decide.
Within 15 working days from the date officials are accepted to work at market surveillance offices in provinces and centrally run cities, the head of provincial market surveillance offices prepares a dossier requesting issuance of Official codes to officials of the unit to request the Director General of Market Surveillance to consider and decide.
- Within 15 working days from the date of receiving the valid dossier, the General Director of the Market Surveillance Department decides to issue a registration number to the proposed official.
Who has the authority to revoke official codes of officials working at market surveillance offices in Vietnam from January 20, 2024?
In Article 5, Circular 25/2023/TT-BCT stipulates cases of revocation of Official codes of officials working at market surveillance offices in Vietnam from January 20, 2024:
Official code revocation
1. Official codes are revoked in the following cases:
a) Officials move to work at another market surveillance office or another agency or organization
b) Officials retire, quit, are forced to resign or otherwise no longer work at market surveillance offices at all levels.
2. Within 15 working days from the date the competent authority issues a decision or written confirmation to officials in the cases specified in Clause 1 of this Article, the Director General of the Market Surveillance Department shall decide to revoke Official codes.
3. Officials in the cases specified in Clause 1 of this Article are not allowed to use Official codes from the effective date of the decision or written confirmation of the competent authority.
Accordingly, Official codes are revoked in the following cases:
- Officials move to work at another market surveillance office or another agency or organization
- Officials retire, quit, are forced to quit or otherwise no longer work at market surveillance offices at all levels.
In addition, the General Director of the Market Surveillance Department is the person with the authority to decide to revoke Official codes.
