What is the scope of application of Vietnam Standard TCVN 6155: 1996 on pressure vessels in Vietnam?
Vietnam Standard TCVN 6155: 1996 stipulates safety technical requirements on the erection, use and repair of pressure vessels within the scope of effect of Vietnam Standard TCVN 6155: 1996.
- The person who erects and repairs the jar must have legal status and be allowed by the competent authority as prescribed.
- The erection, repair and use of pressure vessels must comply with current safety technical standards and this standard. When erecting or repairing pressurized parts of the pressure vessel, the design of erection or repair technology approved by the competent authority must be complied with.
What is the location selected for the erection of pressure vessels and storage warehouse of gas cylinders in Vietnam?
Under Section 3, Vietnam Standard TCVN 6155: 1996, the erection location of pressure vessels and storage warehouse of gas cylinders is prescribed as follows:
Location selected for erection of pressure vessels and storage warehouse of gas cylinders
3.1. Houses for pressure vessels must conform to construction and industrial sanitation standards, relevant current technical standards and these standards for convenient and safe operation.
3.2. The following vessels are not allowed to be placed in or near occupied houses in public or domestic buildings.
a. Containers containing non-corrosive, toxic or explosive solvents with a product of p.V greater than l0.000 (p in kG/cm2, V in liters).
b. Containers containing corrosive, toxic or explosive solvents with a p.V volume greater than 500.
The aforementioned vessels must be placed outdoors, where there are no large gatherings of people or must be placed in separate structures. The jar must be firmly placed on a stand or on a machine stand.
3.3. It is permissible to place said vessels in 3.2 close to the manufacturer but must have a strong wall separating them. If the technological process requires the pressure vessel to be placed inside the manufacturer, special safety measures must be taken and permission must be obtained from the competent authority.
3.4. It is permissible to place the pressure vessel under the ground but must be protected from flooding or rust and there must be access to parts of the pressure vessel for inspection and operation.
3.5. Floors, stairs, pylons ... Serving the operation management must not affect the durability and solidity of the pressure vessel. If welding these structures to the pressure vessel, they must be designed in accordance with TCVN 6153: 1996. If necessary, then solder the connectors from the place of fabrication.
3.6. Gas-filled cylinder storage warehouses must be single-storey, with light roofs and no ceilings; partition walls and roofs must be fireproof materials according to current regulations windows and doors must be open to the outside, door glass must be open glass or covered with a layer of white paint; The height from the foundation to the lowest protrusion of the roof should not be less than 3.25 meters.
The warehouse floor must be flat but not slippery, the combustible gas storage floor must be paved with a material that does not generate sparks due to collision or rubbing the cylinder against the base.
3.7. Gas-filled cylinder storage must be naturally or artificially ventilated in accordance with sanitary standards in the design of industrial enterprises.
The temperature in the warehouse should not be higher than 35oC, if this value is exceeded, cooling measures must be taken.
3.8. The chambers of the warehouse for storing cylinders must be divided into several compartments with fireproof walls. Each compartment is allowed to contain no more than 20m3 of the volume of combustible or toxic gas cylinders, and no more than 40m3 of the volume of non-combustible and non-toxic gas cylinders.
When storing non-flammable or non-toxic gas cylinders, it can be separated by a fireproof partition with a height of not less than 2.5 meters with empty doors for people to pass, while the upper space ensures mechanization. Each compartment has its own entrance.
3.9. The construction of storehouses containing cylinders of combustible, explosive or toxic gases must conform to standards of fire prevention, explosion prevention or gas prevention, and must satisfy the following requirements:
a. Lighting equipment must conform to lighting requirements in environments prone to fire and explosion and must have adequate fire extinguishing equipment.
b. Must be ventilated to ensure industrial safety and hygiene standards.
c. Equipment for sucking explosive and toxic gases out of warehouses must be explosion-proof and poison-proof and must not be brought through working, living areas or places where there are sources of fire.
d. In case toxic gases are discharged by ventilation, which may create dangerous concentrations for the surrounding area, they must be decontaminated before being discharged, or measures must be taken to ensure that the concentration of toxic gases does not exceed the permissible limits according to Vietnam's environmental standards.
e. Poison prevention tools must be equipped for those serving at the warehouse.
f. A rapid decontamination device is required in the event of a burst explosion to reduce harm to the surrounding area.
3.10. Warehouses containing toxic gases or explosions must be strictly protected and have strict rules. These warehouses must be located in lightning-protected zones. It is forbidden to store in the same warehouse cylinders containing oxygen and other combustible gases.
3.11. In all storage warehouses of gas cylinders, there must be a summary of safety procedures and necessary instructions.
3.12. The distance from gas cylinder storage to other warehouses and workshops must not be less than:
- 20m for storage (conversion) up to 500 cylinders of 40 liters.
- 30m for storage (conversion) over 500 to 1500 cylinders of 40 liters.
- 40m for storage (exchange) over 1500 cylinders of 40 liters.
In any case, the warehouse must be at least 100m away from houses and public buildings.
3.13. Within 10 meters around the storage warehouse of gas cylinders, flammable materials, and flammable materials are strictly prohibited such as forging, casting, and welding stoves.
Thus, upon the erection of pressure vessels and storage warehouse of gas cylinders in Vietnam, the above contents must be complied with.
What are the regulations on the repair of pressure vessels in Vietnam?
Under Section 7 of Vietnam Standard TCVN 6155: 1996, the owner must periodically maintain and repair pressure vessels, ensuring the safe operation of pressure vessels.
Any changes to the structure of the pressure vessel during repair must be agreed in writing by the manufacturer. For welding and quality inspection of welds, if they cannot be filled to comply with the requirements of TCVN 6008: 1995, they must be agreed upon by the boiler inspector to inspect that pressure vessel.
- It is forbidden to carry out repairs or paint pressure vessels while under pressure.
Repairs to gas pressure vessels must be carried out by the filling plant, or in separate workshops if permitted by the competent authority.
- Before repairing the inside of the jars, the cylinder user must carry out the following works:
+ The pressure vessel must stop working, and completely separate the pressure vessel from the pressure source or other operating pressure vessels.
+ Vessels working in toxic environments must be detoxified by safety technical procedures.
+ The voltage of the lighting source must not exceed 12 volts if the explosive medium container uses an explosion-proof safety lamp.
It is forbidden to use kerosene lamps and other lamps with flammable substances.
