According to Clause 1, Article 14 of Circular 2/2021/TT-BNV stipulating codes, professional and professional standards and salary classification for the ranks of administrative-specialized officials and clerical-specialized officials prescribed by the Ministry of Home Affairs as follows:

Salary classification for administrative officials
1. The administrative ranks of officials specified in this Circular shall apply Table 2 (professional salary table for officials in state agencies) issued together with Decree No. 204 /2004/ND-CP dated December 14, 2004 of the Government on salary regime for officials, public employees and armed forces (hereinafter abbreviated as Decree No. 204/2004/ND- CP), as follows:
a) The rank of senior specialist (code 01.001) applies the salary scale for officials grade A3, group 1 (A3.1), from salary coefficient 6.20 to salary coefficient 8.00;
b) The rank of major specialist (code 01.002) applies the salary scale for officials of class A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;
c) The rank of specialist (code 01.003) applies the salary scale of officials grade A1, from salary coefficient 2.34 to salary coefficient 4.98;
d) The rank of official (code 01.004) applies the salary scale of the official grade A0, from the salary coefficient 2.10 to the salary coefficient 4.89;
dd) The rank of employee (code 01.005) applies the salary scale of class B officials, from salary coefficient 1.86 to salary coefficient 4.06.
In case an official of the rank of employee performing the task of driving an agency vehicle does not have an intermediate diploma or higher with a training major suitable to the requirements of the position, Table 4 (Salary table of executive staff serving in state agencies and public service provider shall be applied) issued together with Decree No. 204/2004/ND-CP.

In case the official does not meet the criteria and conditions to change the salary classification into the officer rank or employee rank according to the provisions of Clause 6, Article 1 of the Minister's Circular No. 05/2017/TT-BNV dated August 15, 2017 The Ministry of Home Affairs amends and supplements a number of articles of Circular No. 11/2014/TT-BNV dated October 9, 2014 and Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs. Professional standards, rank appointment and salary classification for administrative official ranks and the organization of civil service promotion exams, they will continue to be paid according to the current official ranks for a period of 05 years. years from the effective date of this Circular.
