Add the professional title of 5th class airport authority officer and how to rank officer salaries in Vietnam?

On December 30, 2022, the Minister of Transport issued Circular 44/2022/TT-BGTVT amending Circular 11/2020/TT-BGTVT stipulating codes, standards of professional titles and salary classification of specialized airport authorities.

Accordingly, the content of this Circular notes, from March 01, 2023, the addition of professional titles of class V airport authority officers.

Specifically, in Clause 1, Article 1 of Circular 44/2022/TT-BGTVT noted the following amendments:

Amending and supplementing a number of articles of Circular No. 11/2020/TT- BGTVT dated May 21, 5 of the Minister of Transport stipulating codes, standards of professional titles and salary classification of specialized airport authority officials (hereinafter referred to as Circular No. 11/2020/TT- BGTVT dated May 21, 2020)

1. To amend and supplement article names and supplement Clause 5, Article 2 as follows:

a) To amend and supplement the name of Article 2 as follows:

"Article 2. Code of professional titles of airport authority officers".

b) Clause 5 of Article 2 is supplemented as follows:

"5. Airport Authority Class V Code: V.12.01.05".

Thus, as of March 01, 2023, specialized airport authority officers include the following titles:

- Airport Authority Class I Code: V.12.01.01

- Airport Authority Class II Code: V.12.01.02

- Airport Authority Class III Code: V.12.01.03

- Airport Authority Class IV Code: V.12.01.04

- Airport Authority Class V Code: V.12.01.05

What standards do airport authority officers have to meet in Vietnam?

According to the provisions of Clause 6 Article 1 of Circular 44/2022/TT-BGTVT supplementing Article 7a of Circular 11/2020/TT-BGTVT as follows:

2. Standards of training and retraining qualifications

a/ Having an intermediate or higher diploma with a training branch or major suitable to the job position;

b/ Having a fostering certificate according to the standards of professional titles of specialized airport authorities.

3. Standards of professional capacity

a) Firmly grasp the principles and professional guidelines and operational processes according to the requirements of assigned tasks;

b/ Having basic information technology skills and being able to use foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by their job positions;

c/ Proficient use of technical means and equipment to serve task requirements.

Accordingly, specialized airport authority officer class V must meet the following standards:

- Standards of training and retraining qualifications of professional titles of class V airport operators:

+ Having an intermediate diploma or higher with a training major suitable for the job position;

+ Have a fostering certificate according to the standards of professional titles of specialized airport authorities.

- Standards of professional capacity of professional titles of class V airport operators:

+ Firmly grasp the principles and professional guidelines, operational processes according to the requirements of assigned tasks;

+ Having basic information technology skills and being able to use foreign languages or ethnic minority languages for officials working in ethnic minority areas as required by the job position;

+ Proficient in using technical means and equipment to serve the task requirements.

In addition, class V airport authority officers must meet the general standards of professional ethics of specialized airport authority officers as follows:

- Comply with the guidelines, guidelines and policies of the Party and laws of the State.

- Honesty, objectivity, high sense of responsibility for the assigned work; properly and fully perform the obligations of the officer in professional activities.

- Have a sense of cultivating morality, preserving professional qualities, honor and prestige; do not abuse assigned positions and tasks for profit; solidarity, creativity, self-improvement, willingness to acquire and learn new knowledge; have a sense of coordination, help colleagues, share experiences in work; actively participate in research on scientific topics, technical improvement initiatives for professional development and qualification improvement.

What is the salary of an officer with the professional title of a class V airport authority in Vietnam?

According to the provisions of Clause 7 Article 1 of Circular 44/2022/TT-BGTVT, the professional title of class V airport authority is applied the salary coefficient of class B officials in Table 3 issued together with Decree 204/2004/ND-CP, from salary coefficient 1.86 to salary coefficient 4.06.

Thus, like other officer titles, officials with professional titles of class V airport authorities are subject to the application of the base salary of 1.8 million VND/month from 01/7/2023, employees can receive the corresponding salary in the following two stages:
