Pursuant to Appendix I promulgated together with Official Letter 5529/BKHDT-HTX in 2022, the form of a summary table of collective economic development in 2022 and development plan in 2023 is as follows:
Vietnam: What is the orientation of general development for collective and cooperative economy in 2023?
Pursuant to subsection 2, Section II, Part II, Outline of the report on the plan for collective and cooperative economic development in 2023, issued together with Official Letter 5529/BKHDT-HTX in 2022, stipulating the general development direction of the economy. Collective economy and cooperatives in 2023 are as follows:
- Based on the general objectives, ministries, branches and localities shall determine the general direction of collective economic development in 2023 in terms of:
+ Improve operational efficiency of cooperatives, unions of cooperatives, cooperative groups.
+ Improve the efficiency of the collective economic sector's contribution to economic growth and poverty reduction in a sustainable way;
+ Enhance the role and position of the collective economic sector in the economy.
Agencies and departments will forecast factors affecting collective economic zones, advantages and disadvantages affecting collective economic zones and cooperatives.
The ministries and local branches, depending on the specific conditions of their local ministries and branches, propose policies to develop the collective and cooperative economy.

Pursuant to Appendix IV issued together with Official Letter 5529/BKHDT-HTX in 2022, specifying a report form for handling inactive, difficulties in dissolution, unregistered and reorganized cooperatives in Vietnam according to the Law on Cooperatives 2012 as follows:

- Provincial People's Committees, based on Document No. 6563/BKHDT-Cooperative dated September 28, 2021 of the Ministry of Planning and Investment on guidance on handling inactive cooperatives and difficulties in dissolution to report:

- Number of cooperatives in 2021 = number of cooperatives in 2020 + number of new establishments in 2021.
- Number of dissolution in 2021.
- Number of cooperatives estimated to be implemented in 2022 = number of cooperatives in 2021 + estimated number of newly established cooperatives in 2022.
- Estimated number of dissolution in 2022 - estimated number of cooperatives in 2023 = number of cooperatives in 2022 + estimated number of new establishments in 2023.
- Estimated number of dissolution in 2023.
- For difficulties caused by obstacles in the Law, it is necessary to amend the Law to propose clearly stating the content of difficulties and problems.
