What is the overall general education program in Vietnam?
On December 26, 2018, the Vietnam Ministry of Education and Training issued the General Education Program together with Circular 32/2018/TT-BGDĐT.
Accordingly, pursuant to the provisions of Article 1 of Circular 32/2018/TT-BGDĐT as follows:
This Circular is issued together with the General Education Program, Including:
1. Overall program
2. Curriculums and educational activities for primary lower secondary and upper secondary schools.
In the General Education Program issued together with Circular 32/2018/TT-BGDĐT, the concept of the overall program is clearly stated as follows:
Overall program: is a document stipulating the most general and directional issues of the General Education Program, including: viewpoints on program development, objectives of the General Education Program and program objectives of each education level, requirements to be achieved on the main qualities and core competencies of students at the end of each education level, system of subjects and educational activities, duration of each subject and educational activity, orientation of compulsory educational content at each level for all students nationwide, orientations on educational methods and assessment of educational results, conditions for the implementation of the General Education Program.
Accordingly, the overall general education program is a document stipulating the most general and directional issues of the General Education Program, including:
- Viewpoints on program development and objectives of the General Education Program
- Program objectives of each education level, requirements to be achieved on the main qualities and core competencies of students at the end of each education level, system of subjects and educational activities, duration of each subject and educational activity, orientation of compulsory educational content at each level for all students nationwide,
- Orientations on educational methods and assessment of educational results, and conditions for the implementation of the General Education Program.
What is the roadmap for the implementation of the 2018 General Education Program in Vietnam?
Pursuant to the provisions of Article 2 of Circular 32/2018/TT-BGDĐT as follows:
The General Education Program applies to:
1. first grade from academic year 2020-2021.
2. second and sixth grades from the academic year 2021-2022
3. third, seventh, and tenth grades from academic year 2022-2023
4. fourth, eighth and eleventh grades from academic year 2023-2024.
5. fifth, ninth and twelfth grades from academic year 2024-2025.
According to the above regulations, in the 2023-2024 academic year, the 2018 General Education Program applies to first, second, third, sixth, seventh, and tenth grades. Especially, the 2018 General Education Program applies to fourth, eighth, and eleventh grades for the first time.
The 2006 General Education Program applies to the remaining grades.
In the 2024-2025 academic year, the 2018 General Education Program shall apply to students in fifth, ninth, and twelfth grades.
What are the viewpoints of the 2018 General Education Program in Vietnam?
In the General Education Program issued together with Circular 32/2018/TT-BGDĐT, the viewpoints of the 2018 General Education Program in Vietnam are as follows:
A general education program means a document expressing the objectives of general education, specifying requirements to be achieved on the quality and capacity of students, educational contents, educational methods, and methods of evaluating educational results, as a basis for managing the quality of general education; at the same time, it is the commitment of the State to ensure the quality of both the system and each general education institution.
- The General Education Program is developed on the basis of the Party and State's views on fundamental and comprehensive reform of education and training; inherit and develop the advantages of Vietnam's existing general education programs,
At the same time, absorb research achievements in educational sciences and experience in building programs according to the capacity development model of advanced education systems in the world; associated with the development needs of the country, the advances of the times in science - technology and society; in accordance with the human characteristics, Vietnamese culture, traditional values of the nation and common values of humanity as well as UNESCO's general development initiatives and orientations on education; provide equal opportunities for students' rights to protection, care, learning and development, and their right to be heard, respected and participated; laying the foundation for a humane, sustainable and prosperous society.
- The General Education Program ensures the development of learners' qualities and capacities through educational content with basic, practical, and modern knowledge and skills; harmonizes virtue, mind, body, and beauty; focuses on practicing, and applying learned knowledge and skills to solve problems in learning and life; highly integrated into the lower classes, gradually differentiated in the upper classes; Through methods and forms of educational organization that promote the initiative and potential of each student, assessment methods suitable to educational goals and educational methods to achieve that goal.
- The General Education Program ensures close connections between classes and education levels and links with preschool education programs, vocational education programs, and higher education programs.
