The organizational structure of the Department of Quality Control under the Ministry of Education and Training includes:
1. 04 administrative organizations:
a) Office;
b/ Education Accreditation Control Department;
c) Examination Control Department;
d/ Control Department of diplomas and certificates.
2. 02 public non-business units:
a/ The Center for Recognition of Diplomas;
b/ The National Center for Testing and Education Quality Assessment.
Thus, the organizational structure of the Department of Quality Control under the Vietnam Ministry of Education and Training includes 4 administrative organizations and 2 public non-business units. To be specific:
- 04 administrative organizations, including the Office; Education Accreditation Control Department; Examination Control Department; Control Department of diplomas and certificates.

Position and functions
The Department of Quality Control is a unit under the Ministry of Education and Training, performing the function of advising and assisting the Minister in state management of education quality assurance and accreditation; examination and assessment of the quality of education; management of diplomas and certificates; management of the implementation of public regulations for education and training institutions within the management of the Ministry of Education and Training to provide public services in the assigned fields of work according to regulations.
The Department of Quality Control has legal status, its own seal and may open accounts at the State Treasury and commercial banks in accordance with the provisions of law.

Education quality assurance and accreditation
- Take charge of formulating documents regulating, guiding and carrying out the inspection, supervision and assessment of education quality assurance and accreditation
- Take charge of appraising operation permit dossiers and suspending education accreditation activities for education accrediting organizations.
- Appraise dossiers and recognize operations of foreign education accrediting organizations in Vietnam.
- Coordinate in formulating educational institution standards, training program standards, participating in examination and assessment according to the Vietnamese Qualifications Framework;
- Monitor and advise on the ranking of higher education institutions according to domestic and international rankings.
Examination and assessment of education quality
- Formulate examination regulations and guide the implementation of examination regulations in the organization of examinations, including High school graduation examination; national competition for excellent students in cultural subjects for high school students; foreign language proficiency assessment test,...
- Set up and develop a bank of question papers for the annual high school graduation exam; organize exams for high school graduation exams and national competition for excellent students in cultural subjects for high school students;

Management of diplomas and certificates
- Develop regulations and guidelines, inspect the management of diplomas and certificates under the management of the Ministry of Education and Training;
- Formulate agreements on diploma equivalence or mutual recognition of diplomas with countries and international organizations;
- Advice on the promulgation of regulations and guiding and examining the implementation of regulations on responsibilities and competence to grant diplomas to Vietnamese higher education institutions when linking training with foreign higher education institutions;
- Manage the joint organization of foreign language certification exams in Vietnam
- Manage and perform public services on the provision of embryos of diplomas, certificates, and public services on information on diplomas and certificates.
