What does the official postage stamp design browser profile in Vietnam include?
Pursuant to Clause 3, Article 12 of Circular 25/2021/TT-BTTTT stipulates as follows:
Article 12. Presentation and approval of official design
1. The VPC shall finalize draft design that satisfies content, imagery, and technical requirements
2. Official design must be presented for approval at least 3 months prior to issuing date, unless otherwise decided by the Ministry of Information and Communications of Vietnam.
3. Documents presenting official design for approval consist of:
a) Written request of the VPC;
b) Draft design;
c) Official design specified under Appendix 1 attached hereto;
d) Propose denomination;
dd) Materials, documents, and images used for designing the stamps; presentation for the idea;
e) Documents of domestic or foreign competent authorities permitting the VPC to use materials, documents, images, and symbols shown on the stamp design;
g) Commitment regarding author’s rights for postage stamp designs confirmed by the VPC;
h) Presentation for revised, added contents;
i) Written confirmation of competent authorities and specialized authorities relating to contents shown on the postage stamp design;
k) Technical requirements for printing postage stamps.
4. Request for definitive stamp reprint
a) Written request of the VPC;
b) Official design in case color and/or denomination is changed;
c) Technical requirements for printing postage stamp in case the color is changed;
5. Within 10 days from the date on which documents satisfying requirements under Clause 3 and Clause 4 of this Article are received, the Ministry of Information and Communications of Vietnams shall appraise and approve the official design for printing.
6. In case documents presenting official design do not satisfy requirements under Clause 3 or Clause 4 of this Article, within 5 working days from the date on which the Ministry of Information and Communications of Vietnams receives the documents, the Ministry shall request revision of the documents in writing. Within 10 working days from the date on which the written request for revision is received, the VPC is responsible for revising the documents.
Thus, according to the regulations on the browser dossier, the official postage stamp design form includes:
- Written request of the VPC;
- Draft design;
- Official design specified under Appendix 1 attached hereto;
- Propose denomination;
- Materials, documents, and images used for designing the stamps; presentation for the idea;
- Documents of domestic or foreign competent authorities permitting the VPC to use materials, documents, images, and symbols shown on the stamp design;
- Commitment regarding author’s rights for postage stamp designs confirmed by the VPC;

What are the responsibilities of organizations and individuals designing postage stamps in Vietnam?
Pursuant to Article 13 of Circular 25/2021/TT-BTTTT stipulating that organizations and individuals designing postage stamp models are responsible as follows:
- Organizations and individuals designing postage stamps are responsible for:
+ refraining from using or copying contents, images of works of other domestic, foreign organizations and individuals in part or in whole without the written consent of organizations and individuals that hold ownership of the works;
+ legitimacy regarding author’s rights and ownership of the works.
- VPC is responsible for:
+ legitimacy regarding author’s rights of the postage stamp design when presenting to the Ministry of Information and Communications of Vietnam for approval;
+ ensuring accuracy, scientific characteristics, and ideology of the contents, images, and ideas shown on the postage stamp design.
