What is the National Technology Innovation Program in Vietnam?
The National Technology Innovation Program is one of the measures to encourage technology transfer and development of science and technology markets.
Pursuant to Article 37 of the Law on Technology Transfer 2017, the objectives of the National technology innovation program are:
- Improve the national technological capacity and technology transfer efficiency;
- Serve the development of national key products;
- Facilitate small-size and medium-sized enterprises’ application of technologies, commercialization of findings on scientific research and technological development and/or technology innovation;
- Intensify technological resources in rural regions, mountainous regions, and regions facing difficult or extremely difficult socio-economic conditions.
Accordingly, based on the socio-economic development of the country in each period, the Ministry of Science and Technology shall take charge for, and coordinate with ministries, ministerial-level agencies and Government-attached agencies in formulating and submitting to the Prime Minister for approval the National Technology Innovation Program.
To implement contents on the implementation of the National Technology Innovation Program to 2023, in Decision 118/QD-TTg in 2021, the Prime Minister also defined the general objectives of the Program as:
- Creating conditions and supporting enterprises to transfer, innovate, perfect technology, create products with high quality and added value;
- Promoting the technology transfer for agricultural development in rural, mountainous and areas with extremely difficult socio-economic conditions;
- Training scientific and technological human resources for technology transfer, innovation and perfection.
What are the specific objectives of the National Technology Innovation Program in Vietnam from now to 2025?
Pursuant to subsection 2, Section I, Article 1 of Decision 118/QD-TTg in 2021, the specific objectives of the National Technology Innovation Program are as follows:
- By 2025
+ The number of enterprises implementing technology innovation must increase by an average of 15% per year.
+ 100% of enterprises producing key products and common products shall directly participate in the Program to form research and development organizations; there are 3 to 5 industries manufacturing key products, key products that master or create advanced technology in the value chain to manufacture products with added value and high competitiveness in the market.
+ Promoting the increase of labor productivity on the basis of technological innovation, especially in industries and fields manufacturing products with high added value, large export value, using high technology; Enterprises directly participating in the Program have at least 1.5 times higher labor productivity without technological innovation.
+ About 5,000 engineers, technicians and managers in enterprises are trained in technology management and updating new technologies in 10 key areas through on-site and online forms.
+ Forming at least one typical technology transfer application research model in each economic region suitable to the specific conditions of the area for replication.
- By 2030:
+ The number of enterprises implementing technology innovation must increase by an average of 20% per year.
+ 100% of enterprises producing key products and common products shall directly participate in the Program to form research and development organizations; there are 8 to 10 industries manufacturing key products, key products that master or create advanced technology in the value chain to manufacture products with added value and high competitiveness in the market.
+ Enterprises directly participating in the Program have at least 2 times higher labor productivity without technological innovation.
+ About 10,000 engineers, technicians and managers in enterprises are trained in technology management and updating new technologies in 15 key areas through on-site and online forms.
+ Forming at least two typical technology transfer application research models in each economic region suitable to the specific conditions of the area for replication.
What are the regulations on funding sources for implementing the National Technology Innovation Program in Vietnam?
Pursuant to Section III, Article 1 of Decision 118/QD-TTg in 2021, the funding sources for implementing the National Technology Innovation Program are as follows:
- Funds for the implementation of the Program shall be secured from the following sources: the state budget (recurrent expenditures and development and investment expenditures of the state budget); National Technology Innovation Foundation; funds of organizations and enterprises; funds from domestic and foreign organizations and individuals; other lawful funding sources as prescribed by law.
- The management and use of funds from the state budget and other lawful funding sources to implement the tasks in this Decision shall comply with the provisions of the law on state budget and relevant laws.
