Focusing on development, striving to turn our country into a country with a developed biotechnology background in the world, a center for intelligent production and services in biotechnology, among the leading groups in Asia. Building the biological industry into an important economic-technical sector, making a positive contribution to the GDP of Vietnam.
About specific objectives
- By 2030:
+ Our country's biotechnology has reached the world advanced level in a number of important fields, and is one of the top 10 Asian countries in terms of biotech smart production and services; widely applied in industries and fields, contributing to fast and sustainable socio-economic development.
+ To build a biotechnological foundation with high-quality human resources, strong facilities and financial resources to meet the requirements of biotechnology research, development and application.
+ The biological industry becomes an important economic - technical branch; bioindustrial enterprises increase by 50% in investment scale and growth scale, replacing at least 50% of imported biotechnology products; contribute 7% to GDP; meet the essential needs of society.

Biotechnology in our country has developed rapidly and achieved many important achievements; increasingly widely applied in social life, creating breakthroughs in the fields of agriculture, processing industry, medicine and environment.
The biological industry is gradually formed; Many enterprises have invested in research, production and commercialization of biotechnology products in a number of fields on a large scale, contributing to promoting socio-economic development, protecting the environment, ensuring defence security. The number of research staff on biotechnology increased in both quantity and quality.
However, the development of biotechnology has not been commensurate with its potential; biotechnology capacity has not met the requirements of socio-economic development in the context of strong development of science and technology; some important areas of biotechnology are backward compared to the region and the world; biological industry has not yet become an important economic - technical branch; There are still many limitations and shortcomings in training and using human resources in biotechnology.
The cause of the above limitations and weaknesses is mainly due to the lack of awareness of many committees and authorities about the role, position and importance of biotechnology; inadequate and unattractive mechanisms and policies to attract social resources for biotechnology development and application; investment in the development and application of biotechnology has not yet met the requirements of socio-economic development; The link between scientists, research institutes and enterprises in the development and application of biotechnology is not effective and loose.
