What are the responsibilities of concentrated purchasing units in Vietnam?

According to the provisions of Article 77 of Decree 151/2017/ND-CP, the following provisions are made after signing a framework agreement on concentrated procurement:

Entry into a framework agreement on concentrated procurement
1. A framework agreement on concentrated procurement shall be signed between the concentrated purchasing unit and the contractor providing selected assets in the case of concentrated procurement in the manner of the framework agreement.
2. The framework agreement on concentrated procurement shall be made in writing according to Form No. 04/TSC-MSTT promulgated together with this Decree.
3. Concentrated purchasing units shall:
a) Post the list of selected contractors, the framework agreement signed between the contractor and the concentrated purchasing unit, documents describing the assets, the form of the procurement contract on the Website on public assets or the Electronic Transaction System on public assets (for all concentrated procurement packages) and the Web Portal of ministries, central and provincial agencies (for concentrated procurement packages of ministries, central and provincial agencies);
b) Notify in writing to agencies and units sending concentrated procurement needs to concentrated purchasing units, specifically:
- The national concentrated purchasing unit shall send notices to ministries, central agencies and provinces;
- Concentrated purchasing units of ministries, central agencies and provinces shall send notices to concentrated procurement registration focal units.
4. On the basis of the written notice of the concentrated purchasing unit according to the above-mentioned contents, ministries, central agencies, provinces and concentrated procurement registration focal points shall notify the agency, organization or unit directly using the assets to sign the asset procurement contract.

Thus, the concentrated purchasing unit is responsible for: Posting a list of selected contractors, a framework agreement signed between the contractor and the concentrated purchasing unit, documents describing assets, samples of procurement contracts; notifying in writing to agencies and units sending concentrated procurement needs to concentrated purchasing units according to regulations.

What are the procedures for concentrated procurement in Vietnam?

Pursuant to the provisions of Article 72 of Decree 151/2017/ND-CP, the procedures for concentrated procurement shall follows the following contents:

* Procedures for concentrated procurement (except for medicine):

- Prepare and approve asset procurement estimates;

- Synthesize concentrated procurement needs;

- Prepare, appraise and approve the contractor selection plan;

- Prepare the selection of contractors;

- Organize the selection of contractors;

- Assess bid dossiers and negotiation of framework agreements and asset procurement contracts;

- Appraisal, approval and disclosure of contractor selection results;

- Entry into a framework agreement on concentrated procurement in case of application in the manner of signing the framework agreement;

- Sign contracts for the procurement of assets;

- Pay, handover, receive assets, settle and liquidate asset procurement contracts;

- Perform warranty and maintenance of assets.

* Procedures for concentrated medicine procurement: The Minister of Health provides detailed guidance on the procedures for concentrated medicine procurement.
