What duties does the Party cell have according to the Charter of the Communist Party of Vietnam?

Based on Article 21 of the Charter of the Communist Party of Vietnam of Vietnam 2011, a Party cell is understood to be a grassroots organization of the Party, the foundation of the Party, and the political nucleus at each facility. Party cells are established in different units and agencies.

As stipulated in Article 23 of the Charter of the Communist Party of Vietnam of Vietnam 2011:

The grassroots party organization has the following tasks:

1. Adhere to the guidelines and policies of the Communist Party of Vietnam, the laws of the State; develop the policies and political tasks of the party committee, party cell, and lead effective implementation.

2. Build a clean and strong party committee, party cell on politics, ideology, and organization; strictly implement the principle of democratic centralism; enhance the quality of party activities, implement self-criticism and criticism, maintain discipline, and strengthen internal unity in the Party; regularly educate, train, and manage cadres and party members, improve revolutionary ethics, fighting spirit, and work knowledge, and skills; carry out party membership development work.

3. Lead the construction of clean and strong governments, economic, administrative, career, defense, security organizations, and socio-political unions; follow the law and promote the people's right to mastery.

4. Maintain close relationships with the people, take care of the material and spiritual life, and protect the legitimate interests of the people; lead the people in building and implementing the Party's guidelines and the State's laws.

5. Inspect and supervise the implementation, ensuring the Party's resolutions and directives and State laws are strictly observed; inspect and supervise party organizations and members in observing the Party's Charter.
