What is the form of residence information verification in Vietnam?

Pursuant to the provisions of Clause 10, Article 3 of Circular 56/2021/TT-BCA, the purpose of the residence verification form is as follows:

The residence registration form is prepared by the residence registration authority to exchange information and documents between the residence registration authorities in order to clarify information of individuals and households in the process of residence registration and management.

Pursuant to Form CT10 issued together with Circular 56/2021/TT-BCA, the form of residence information verification in Vietnam is specified as follows:

Where can citizens in Vietnam apply for residence information verification?

Pursuant to the provisions of Article 17 of Circular 55/2021/TT-BCA as follows:

Residence information verification
1. Citizens wishing to have their residence information verified may visit registration authorities across the country regardless of their places of residence to request such verification or send a request for residence information verification via the national public service portal, public service portal of the Ministry of Public Security or public service portal for residence management.
2. Residence information that may be verified includes residence registration time, location and type. Residence information verification shall be valid for 06 months starting from the date on which the verification is made for the cases mentioned in Clause 1 Article 19 of the Residence Law if residence declaration is verified and valid for 30 days starting from the date on which the verification is made if residence information is verified. In case residence information of a citizen has changed and the change is updated to the residence database, residence information verification shall become invalid from the time of such change.
3. Within 03 working days, the registration authority shall verify residence information in writing (with signature and stamp of head of the registration authority) or via electronic documents (with digital signature of head of the registration authority) at the request of the citizen.
4. In case a piece of information on an individual or a household needing to be verified is not yet updated to the residence database, the registration authority shall provide the citizen with instructions on revision of residence information in the residence database according to regulations in Article 26 of the Residence Law.

According to the above regulations, citizens in Vietnam directly apply for residence information verification at residence registration authorities in Vietnam regardless of the place of residence of the citizen.

What are the responsibilities of residence registration authorities in Vietnam for residence management?

Pursuant to the provisions of Article 33 of the Law on Residence 2020 as follows:

Responsibilities of residence registration authorities
1. Openly post administrative procedures; provide guidance on regulations of law on residence for regulatory bodies, individuals and households; announce locations, phone numbers or other ways of receiving stay notification and temporary absence declaration.
2. Update information on citizens’ residence to the national population database and residence database.
3. Confirm residence information, announce results of procedures for permanent residence registration, temporary residence registration, temporary residence extension, information declaration, revision of information on residence, household division and temporary absence declaration in writing, via electronic messages or by other ways as stipulated by the Minister of Public Security.
4. Manage and retain documents on residence registration and management and protect information on residence registration.
5. Handle propositions, complaints and denunciations of citizens concerning residence and residence management within their competence.

Accordingly, the residence registration authority has the responsibility as prescribed above in the residence management.
