Vietnam: What is the form of reference letter for a school transfer in the school year 2022-2023?

Currently, when a student transfers from one school to another, a transfer reference letter from the principal of the transfer school is required to be signed.

The law of our country does not have a specific form of reference letter for transferring schools. However, when drafting a transfer reference letter, it is necessary to have mandatory information such as: student's full name, school information, old class and new school and class information.

Vietnam: Who is allowed to transfer school in the school year 2022-2023?

Pursuant to Clause 1, Article 4 of the Regulation promulgated together with Decision 51/2002/QD-BGDDT in 2002 stipulates as follows:

Subjects of school transferring and re-studying
1. Transfer schools:
a) The student moves according to his/her parent or guardian.
b) The student has a particularly difficult family situation or has a really good reason to transfer schools.

Accordingly, students who move their residence or students with extremely difficult circumstances or have a good reason will be allowed to transfer school in the school year 2022-2023.

Vietnam: What is the dossier for a school transfer in the school year 2022-2023?

Pursuant to Clause 1, Article 5 of the Regulations issued together with Decision 51/2002/QD-BGDDT in 2002 a number of regulations are annulled by Clause 1, Article 2 of Circular 50/2021/TT-BGDDT, some phrases is replaced by Clause 2, Article 2 of Circular 50/2021/TT-BGDDT, which stipulates as follows:

Dossiers and procedures for transferring schools
1. A school transfer dossier includes:
a) A transfer application form signed by a parent or guardian.
b) Academic transcript (original).
dd) Certificate of admission in the first class of school specifying the type of school to be recruited (public or private).
e) Reference letter for transferring schools, issued by the principal of the current school.
f) Reference letter for transferring schools issued by the Head of Education and Training Department (for lower secondary school); The director of the Department of Education and Training (for higher secondary school level) of the place of departure (in case of applying for a transfer from another province or city).

Thus, when primary and secondary school students wish to transfer schools in the school year 2022-2023, they need to prepare a dossier containing all the components as prescribed above.

Pursuant to Clause 2, Article 5 of the Regulation promulgated together with Decision 51/2002/QD-BGDDT in 2002 stipulates as follows:

2. Procedures for transferring schools:
a) For lower high school students:
Transferring schools in the same province or city: The principal of the school receives the application and considers it, and settles it according to the regulations of the Director of the Department of Education and Training.
Transferring schools from another province or city: The Department of Education and Training receives and introduces the school according to the place of residence, enclosed with the checked documents.
b) For higher secondary school students:
Transferring schools in the same province or city: The principal of the school receives the application and considers it, and settles it according to the regulations of the Director of the Department of Education and Training.
Transferring schools from another province or city: The Department of Education and Training receives, checks the records and introduces the school.

Thus, the procedure for transferring schools will be divided into 2 categories: for lower high school students and for higher secondary school students.

Accordingly, if a student transfers schools in the same province, the Principal of the transferred school will receive the application and consider it for the student. If the school is transferred to another province, the Department of Education and Training where the transferred school is located will receive the application and consider the transfer student for junior high school students. For higher secondary school students, The Department of Education and Training will receive the application, consider and decide.
