Under Clause 1, Article 5 of Circular 44/2022/TT-BTC, the regulations are as follows:

“Article 5. Expenditure on preferential policies

1. Direct expenditures for beneficiaries:

a) Expenditures for convalescence and health recovery at home;

b) Support expenditures for purchasing assistive devices, prosthetic tools, means, and necessary rehabilitation equipment;

c) Education preferential allowance when studying at educational institutions within the national education system up to the university level;

d) Support expenditures for visiting martyrs' graves;

dd) Support expenditures for relocating martyrs' remains;

e) Lump-sum allowance when posthumously awarding the "To Quoc ghi cong" Certificate to martyrs' relatives or inheritors;

g) Funeral allowance, martyr worship allowance;

h) Extra meal money on holidays and Tet for wounded soldiers, sick soldiers, policy beneficiaries like wounded soldiers, Grade B wounded soldiers with body injury rates from 81% and above receiving monthly preferential allowances;

i) Expenditures for purchasing Nhan Dan newspaper for revolutionary activists before January 1, 1945, and revolutionary activists from January 1, 1945, to before the August 19, 1945, uprising;

k) Expenditures for Gifts from the President.”

Based on Clause 2, Article 5 of Circular 44/2022/TT-BTC, the regulations are as follows:

“Article 5. Eexpenditures on preferential policies

2. Expenditures allocated to nurture and care facilities for people with meritorious services to the revolution under the Ministry of Labor, Invalids, and Social Affairs:

a) Concentrated convalescence and health recovery;

b) Support expenditures for medication, treatment, and nourishment for health recovery for people with meritorious services to the revolution being nurtured at the caregiving facilities of the labor sector (including subjects as stipulated in Clause 5, Article 184 of Decree 131/2021/ND-CP);

c) Support expenditures for caregiving, convalescence, and reception of people with merit at nurture and care facilities (including subjects as stipulated in Clause 5, Article 184 of Decree 131/2021/ND-CP);

d) Support expenditures for people with merit being nurtured at caregiving facilities to visit their families;

dd) Support expenditures for receiving relatives of people with meritorious services to the revolution visiting people with merit being nurtured at caregiving facilities;

e) Support expenditures for facilities serving the caregiving, convalescence, and reception of people with meritorious services to the revolution;”

Nurture and care facilities for people with meritorious services to the revolution under the Ministry of Labor, Invalids, and Social Affairs will receive the preferential expenditures outlined above.

Which expenditures preferential policies applicable to people with meritorious services to the revolution and people directly involved in the resistance in Vietnam are allocated to the leading agency?

Under Clause 3, Article 5 of Circular 44/2022/TT-BTC, the regulations are as follows:

“Article 5. Expenditures on preferential policies

...

3. Expenditures allocated to the leading agency:

a) Expenditures for Health insurance premiums;

b) Support expenditures for martyr death notice expenditures;

c) Expenditures for gifts from leaders of the Communist Party, State, National Assembly, President of the Central Committee of the Vietnam Fatherland Front; leaders of ministries and central agencies to caregiving facilities for people with meritorious services to the revolution; people with meritorious services to the revolution and their families;

d) Expenditures for reception of delegations of people with meritorious services to the revolution and relatives of people with meritorious services to the revolution organized by the Provincial People’s Committee or the Department of Labor, Invalids, and Social Affairs visiting central agencies;

dd) Expenditures for determining the identity of martyrs' remains;

e) Support expenditures for martyr grave and memorial works for martyrs;

e) Other expenditures as stipulated by law.”

Thus, the 7 expenditures preferential policies applicable to people with meritorious services to the revolution and people directly involved in the resistance in Vietnam will be allocated to the leading agency.

Under Clause 4, Article 5 of Circular 44/2022/TT-BTC, the regulations are as follows:

“Article 5. Expenditure on preferential policies

...

4. The expenditure level for the items of expenditure stipulated in Clauses 1, 2, and 3 of this Article will comply with the regulations in Decree 75/2021/ND-CP. Specifically, the expenditure level stipulated in Point i, Clause 1 of this Article will comply with the retail price of Nhan Dan newspaper; the expenditure level stipulated in Point k, Clause 1 of this Article will comply with the decision of the President.”

The determination of expenditure levels on preferential policies applicable to people with meritorious services to the revolution and people directly involved in the resistance in Vietnam will comply with the regulations as outlined above.

Circular 44/2022/TT-BTC will be effective from September 5, 2022.
