What form is the application for an account to access the Electronic Customs Declaration Portal currently in Vietnam?

Pursuant to Decision 33/2016/QD-TTg on the Regulation on the provision and use of electronic customs declaration information issued by the Prime Minister of Vietnam on August 19, 2016.

In Clause 2 Article 3 of the Regulation promulgated together with Decision 33/2016/QD-TTg, the electronic customs declaration portal is defined as the information system of the Vietnam General Department of Customs with the function of providing and managing the provision of electronic customs declaration information.

In particular, the application for an electronic customs declaration portal account is currently made according to Form No. 02 Appendix II promulgated together with the Regulation on provision and use of electronic customs declaration information (hereinafter referred to as the "Regulation") issued together with Decision 33/2016/QD-TTg.

What is the procedure for registering an account to access the e-Customs Portal in Vietnam?

Based on the contents specified in Clause 4 Article 9 of the Regulation promulgated together with Decision 33/2016/QD-TTg, the procedures for registering an account to access the e-Customs Portal are carried out as follows:

Step 1:

The registration focal point of the information user shall send 01 original document to the General Department of Vietnam Customs to request new account registration;

Step 2:

Within 02 working days after receiving the written request, the Vietnam General Department of Customs shall grant an account to the information user with the following contents:

- Notify the result to the registration focal point of the information user in writing, in case of refusal to accept account registration, clearly state the reason;

- For newly registered accounts: Notify account information to each individual who registers an account by sending email or sending messages from addresses and phone numbers officially announced by the Vietnam General Department of Customs.

Thus, the procedure for registering an account to access the e-Customs Portal is carried out according to the steps mentioned above.

In particular, it is necessary to comply with the principle of completeness, accuracy, timeliness and right subjects as prescribed in Article 4 of the Regulation promulgated together with Decision 33/2016/QD-TTg.

What information is the electronic customs declaration in Vietnam provided with?

Pursuant to the contents specified in Article 6 of the Regulation promulgated together with Decision 33/2016/QD-TTg as follows:

Article 6. Contents of provided e-customs declaration information
1. Contents of provided e-customs declaration information are defined in Annex I enclosed with this Statute.
2. Apart from contents of provided information mentioned in Clause 1 of this article, information users may, according to the list of information items required in e-customs declarations for imported/exported goods as referred to by applicable laws, request the General Department of Customs to supplement information items that must be provided in conformity with administrative requirements of each agency. Procedures for requesting additional contents of provided e-customs declaration information are specified in Clause 2 Article 9 of this Statute.
3. E-customs declaration information shall be provided under the forms of electronic records and electronic data and certified by digital signature of General Department of Customs.
4. Information of customs declarations for goods imported to serve national defense and security purpose shall only be provided with the written approval by competent authorities.

Thus, according to regulations, the electronic customs portal will provide the above contents of electronic customs declaration information.
