If the car breaks down, does it need to revoke the license plate registration certificate in Vietnam?

Pursuant to Clause 1, Article 15 of Circular 58/2020/TT-BCA stipulates as follows:

The vehicle must revoke the vehicle registration certificate, license plate number
1. The vehicle is unusable or the vehicle is destroyed due to objective reasons.
2. The vehicle removes the engine and frame to replace other vehicles.
3. Vehicles temporarily imported by foreign agencies, organizations and individuals for re-export or transfer in Vietnam.
4. Vehicles exempt from import tax, now transferred to other purposes.
5. Vehicles registered in special economic and commercial zones or international border gate economic zones according to the Government's regulations when re-exporting or transferring into Vietnam.
6. If the vehicle is stolen or misappropriated, the vehicle owner shall request to revoke the vehicle registration certificate.
7. Expired vehicle; vehicles are not allowed to circulate in accordance with the law; the vehicle has the conclusion of the competent authority to be cut or re-punched with the machine number, frame number or machine number or frame number.
8. Vehicles registered but not in accordance with the sea system specified in this Circular.
9. Vehicles subject to name change or transfer of ownership.
10. Military vehicles no longer need to issue civilian license plates.
11. The vehicle has been registered but detected fake vehicle dossiers or issued license plates in contravention of regulations.

How is the revocation of registration certificates and license plates carried out in sequence in Vietnam?

Pursuant to Article 16 of Circular 58/2020/TT-BCA (supplemented by Clause 4 Article 3 of Circular 15/2022/TT-BCA) as follows:

Order of revocation of registration certificates and license plates
1. Vehicle owners or authorized individuals and service organizations shall submit vehicle registration certificates and license plates to agencies specified in Clauses 3 and 5, Article 6 of this Circular. In case the vehicle loses its vehicle registration certificate or license plate number or loses both the vehicle registration certificate and license plate, the vehicle owner must have: An application stating the reason for the loss.
2. Officers and soldiers in charge of vehicle registration shall receive information and revoke registration certificates and license plates on the system and return the revocation certificates as prescribed.
3. Order and procedures for revocation of registration certificates, expired license plates, damaged vehicles that cannot be used on the Public Service Portal of the Ministry of Public Security and the National Public Service Portal: Agencies, organizations and individuals that are vehicle owners or people who are using vehicles log in to the public service portal to declare vehicle information, vehicle owner enters the Certificate of revocation of vehicle registration, electronic license plate (according to form No. 09A/58); directly submit or use public postal services to deliver vehicle registration certificates and license plates to the vehicle registration agency or the commune-level police where the agency, organization or individual is headquartered or permanently residing to receive the results and verify the revocation of registration, license plates of the vehicle registration agency or of the commune-level police on the public service gate.

Thus, the order and procedures for revocation of registration certificates, expired license plates and unusable damaged vehicles are as follows:

Implementation on the Public Service Portal of the Ministry of Public Security, the National Public Service Portal:

- Agencies, organizations and individuals that are vehicle owners or people who are using vehicles log in to the public service portal to declare the information of vehicles and vehicle owners in the Certificate of revocation of vehicle registration, electronic license plates (according to form No. 09A/58);

- Directly submit or use public postal services to deliver vehicle registration certificates, license plates to vehicle registration agencies or commune-level police where agencies, organizations and individuals have headquarters or permanent residence to receive results and verify registration revocation, license plates of the vehicle registration agency or of the commune-level police on the public service gate.

- Vehicle owners or individuals or service organizations are authorized to submit vehicle registration certificates and license plates to agencies specified in Clauses 3 and 5, Article 6 of this Circular.

- Officers and soldiers in charge of vehicle registration receive information and revoke registration certificates and license plates on the system and return the revocation certificates as prescribed.
