What is the auction starting price of the 4G and 5G bands in Vietnam?
Pursuant to Decision 219/QD-BTTTT in 2023 approving the plan to organize an auction of radio frequency rights for the 2300-2400 MHz band.
According to Section 1 Part III of the auction organization plan issued together with Decision 219/QD-BTTTT in 2023, the auction band is the 2300-2400 MHz band.
The band blocks that carry out the auction include:
- A1 (2300 - 2330 MHz)
- A2 (2330 - 2360 MHz)
- A3 (2360 - 2390 MHz).
Accordingly, the auction starting prices of the band block is determined in Section 1 Part III of the auction organization plan issued together with Decision 219/QD-BTTTT in 2023 as follows:
In which:
- GKĐ is the starting price of the auction, in units in Vietnamese Dong;
- 
is the base revenue level determined and decided according to Article 4 of Decree 88/2021/ND-CP and Article 5 of Decree 88/2021/ND-CP.
The base revenue for the 2300-2400 MHz band is 12,885,557,936 VND/MHz/year.
- Bw is the width of the band block to determine the starting prices: 30 MHz;
- T is the allowed time to use the band: 15 years.

How much is the band block reservation in Vietnam?
According to Section 3, Part III of the auction organization plan issued together with Decision 219 /QD-BTTTT in 2023, the reservation shall comply with the provisions of Clause 1, Article 39 of the Law on Property Auction 2016 as follows:
Article 39. Advance payment and handling thereof
1. A bidder shall make an advance payment, which shall be agreed upon by the property auction organization and property seller and must be between five percent and twenty percent of the reserve price of the auctioned property.
The advance payment shall be deposited into a separate payment account opened by the property auction organization at a commercial bank or foreign bank branch in Vietnam. If the advance payment is valued at under five million Vietnam dong, a bidder may make it directly to the property auction organization. The bidder and property auction organization may reach agreement on substitution of bank guarantee for advance payment.

Accordingly, the amount of the band block is regulated at least 05% (five percent) and a maximum of 20% (twenty percent) of the starting prices of the auction band.

Which enterprises can participate in the auction of radio frequency rights for 4G and 5G in Vietnam?
Pursuant to the provisions of Article 11 of Decree 88/2021/ND-CP, Section 1 Part I of the auction organization plan issued together with Decision 219/QD-BTTTT in 2023, Section 2 Part I of the auction organization plan issued together with Decision 219/QD-BTTTT in 2023.
Enterprises may participate in auctions using 4G and 5G bands when meeting the following 02 conditions:
(1) Eligibility for consideration for a telecommunications network establishment permit:
- Conditions for consideration for granting licenses for establishing public telecommunications networks using bands granted through auction in accordance with the law on telecommunications;
- Comply with the provisions of the law on telecommunications for establishments in the provision of telecommunications services, the form, conditions and proportion of capital contributed by a foreign investor.
(2) Meet the requirements of the auction.
What conditions are for the winning enterprises to use 4G and 5G bands in Vietnam?
Pursuant to the provisions of Section 4, Part I of the auction organization plan issued together with Decision 219/QD-BTTTT in 2023, enterprises licensed to use different bands in the same 2300-2400 MHz band must comply with the following regulations and technical conditions for using licensed bands:

2 | It is responsible for coordinating with each other to avoid harmful interference, synchronizing the data frame of the TDD method and strictly complying with the contents of the band use license as prescribed in Clause 2 Article 2 of Circular 29/2021/TT-BTTTT. |
3 | Coordinate with the licensed organization in the adjacent band in the use of radio frequencies and prevent harmful interference. |
4 | Coordinate with relevant organizations and individuals to coordinate the use of border frequencies to avoid harmful interference. |
5 | Implement other provisions of the Law on Radio Frequencies, the Law on Telecommunications and relevant legal documents. |
