Recently, on June 10, 2023, the Prime Minister has just issued Decision 680/QÐ-TTg in 2023 approving the master plan for geological baseline survey of minerals during 2021-2030, with a vision to 2050.

What is the definition of geological baseline survey of minerals in Vietnam?

Pursuant to Clause 4, Article 2 of the 2010 Law on Minerals, geological baseline survey of minerals means the study and investigation of the physical structure and components, the history of evolution and development of the earth's crust and relevant biomineral conditions and laws to serve the general evaluation of mineral potential as scientific grounds for guiding mineral exploration.

- Accordingly, the State shall prioritize in allocatìn the budget and giving policies to attract investments for geological baseline survey of minerals; mobilizing domestic resources to diversify investment capital; strengthen international cooperation on science and technology in order to improve the quality and technological level of geological baseline survey of minerals.

What are the objectives of the master plan for geological baseline survey of minerals in Vietnam during 2021-2030, with a vision to 2050?

In Clause 2 Article 1 of Decision 680/QÐ-TTg in 2023 as follows:

* The overall objective of the master plan

Complete the geological and mineral survey map based on a scale of 1:50,000, assess the mineral potential of the mainland; investigate geological hazards, environmental geology, toxic minerals, radiation, urban geology, geological heritage; investigate and detect minerals in waters, islands, exclusive economic zones and continental shelf of Vietnam; update and timely integrate geological and mineral survey information and results into the national database.

* Specific objectives

- By 2025, complete 80% of the geological and mineral survey map based on the scale of 1:50,000; complete the survey and assessment of mineral potential at promising structures in the Northwestern and Central Central regions.

+ Investigate characteristics of geological structure, geology of works, geodynamics and natural resources and environment of coastal waters based on the scale of 1:100,000; conduct geological and mineral surveys of some marine areas to depths of 300 m of water and 1,500 m scale of 1:500,000; assess mineral resources for sea sand exploitation, meeting the needs of leveling highway projects and transport and urban infrastructure;

- Objectives to 2030

+ Complete 85% of the geological and mineral survey map based on a scale of 1:50,000; complete the survey and assessment of mineral potential at promising structures in the North Central and Northeastern regions;

+ Complete supplementary surveys, update and complete the urban geological database at the scale of 1:25,000 to serve the socio-economic development planning of centrally-run cities;

- Vision to 2050

+ Complete the geological and mineral survey map based on the scale of 1:50,000, assess minerals in the remaining promising areas on the mainland; detect and investigate minerals within Vietnam’s maritime boundary;

+ Complete supplementary surveys, update and complete urban geological databases at the scale of 1:25,000 to serve the socio-economic development planning of cities;

In Clauses 3 and 4, Article 1 of Decision 680/QÐ-TTg in 2023, the key tasks and solutions set out in the master plan for geological baseline survey of minerals in Vietnam during 2021-2030, with a vision to 2050 issued by the Prime Minister of Vietnam includes:

* Key tasks

- Complete the geological and mineral survey map based on the scale of 1:50,000 of the mainland;

- Flight for geophysical measurements;

- Investigate geological heritages;

- Conduct geological surveys, assess marine mineral resources;

- Investigate geological hazards in detail (landslides, pipe floods, flash floods) in high-risk mountainous areas; investigate environmental geology in areas with toxic minerals in detail;

- Conduct urban geological surveys of municipalities;

- Assess mineral potentials of inland areas with newly discovered prospects, large-scale, necessary and high demand for socio-economy, favorable exploitation conditions including coal (coal, brown coal), riverbed sand and gravel, paving stone, silica white sand, etc industrial limestone, some important metal minerals (uranium, thorium, rare earth and rare metals, tin, tungsten, copper, gold,...);

- Strengthen equipment capacity, applying scientific and technological advances for geological investigation and mineral potential assessment;

- Develop a database system of information on geology and minerals, digital transformation, and integration with the common database of natural resources and environment;

- Consolidate and improve the capacity of lean and highly qualified geological technicians.

* Solutions

- Complete the system of legislative documents, regulations on management and organization of the implementation of the Master Plan

- Solutions on management and financial mechanisms for basic geological investigation activities on minerals

- Apply science and technology

- Solutions to encourage organizations and individuals to invest in basic geological investigation activities on minerals

- Solutions for propaganda and awareness raising

- Solutions for training and consolidating the capacity

- Solutions for international cooperation in geological baseline survey of minerals

- Solutions for the implementation of the Master Plan

Thus, there are 10 tasks and 08 key solutions proposed for geological baseline survey of minerals in Vietnam during 2021-2030, with a vision to 2050 under the above contents.
