What are the types of vehicles subject to temporary registration in Vietnam?
Pursuant to Article 12 of Circular 58/2020/TT-BCA on the types of vehicles subject to the temporary registration in Vietnam as follows:
Types of vehicles subject to the temporary registration
Vehicles that have not been registered or issued with official license plates wish to join traffic; vehicles registered abroad which have been permitted by the competent authorities to enter Vietnam for tourism, conferences, trade fairs, exhibition, and sports; vehicles used for conferences held by the Communist Party, the State, the Government; vehicles applying for revocation of certificate of vehicle registration and license plate to be re-exported to the home country or transfer in Vietnam and vehicles subject to a decision on transfer, sale, or gifting.
Thus, according to the above regulations, the types of vehicles subject to temporary registration in Vietnam include:
- Vehicles that have not been registered or issued with official license plates wish to join traffic;
- Vehicles registered abroad which have been permitted by the competent authorities to enter Vietnam for tourism, conferences, trade fairs, exhibition, and sports; vehicles used for conferences held by the Communist Party, the State, and the Government;
- Auto vehicles applying for revocation of certificate of vehicle registration and license plate to be re-exported to the home country or transfer to Vietnam
- Vehicles subject to a decision on transfer, sale, or gifting.
What does the application for temporary vehicle registration for each type of vehicle in Vietnam include?
The application for temporary vehicle registration specified in Article 13 of Circular 58/2020/TT-BCA supplemented by Clause 3, Article 3 of Circular 15/2022/TT-BCA as follows:
- Vehicles, manufactured and assembled in Vietnam, must complete the following documents:
+ The declaration of vehicle registration (form 01);
+ The copy of the sales invoice as prescribed or warehouse discharge note.
- Imported vehicles; those that are temporarily imported and re-exported within an expiration date:
+ The declaration of vehicle registration (form 01);
+ The copy of the declaration of import and export goods or a detailed declaration of the imported vehicle. If a vehicle completes the procedure for importation, the application for the registration and issuance of temporary license plate must include certain documents as stipulated in Clause 1 Article 8 of this Circular.
- Vehicles permitted by competent authorities to enter Vietnam for tourism, conferences, trade fairs, exhibition, and sports; foreign vehicles traveling in Vietnam and vehicles used for conferences held by the Communist Party, the State, or the Government:
+ The copy of the certificate of vehicle registration or list of vehicles applied for registration approved by the competent authority
- As for auto vehicles, owned by foreigners and registered in foreign countries, and built with right-hand drive, or “Canavan” left-hand drive that are allowed to run on the roads as per the law, the application for its legal operation on the roads shall include:
+ The declaration of vehicle registration (form 01);
+ A document that allows the automobile to run on the roads in Vietnam made by the competent authority.
Note: The vehicle registration certificate is used as follows:
+ For vehicle owners directly applying: Vehicle registration certificate (form No. 01 issued together with Circular 58/2022/TT-BCA Here).
+ For vehicle owners declared on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security: Temporary vehicle registration certificate (according to form No. 01B/58 issued together with Circular 15/2022/TT-BCA Here).
What is the validity period of a temporary vehicle registration certificate in Vietnam?
Pursuant to Article 14 of Circular 58/2020/TT-BCA as follows:
Validity period of certificate of temporary vehicle registration, temporary vehicle registry
1. The certificate of temporary vehicle registration is valid within 30 days.
2. Regarding vehicles provided for in clauses 2, 3 and 5 Article 13 of this Circular:
3. Temporarily registered vehicles shall be allowed to operate within an expiry date, and on the roads and at the areas that shall be clearly defined in the certificate of temporary vehicle registration.
4. The vehicle owner may register the vehicle at the nearest vehicle registry.
According to the above provisions, a certificate of temporary vehicle registration is valid for 30 days.
