What is National Technical Regulation QCVN 06:2012/BLDTBXH on industrial safety helmets about?

National Technical Regulation QCVN 06:2012/BLDTBXH compiled by the Drafting Board of the National Technical Regulation on Industrial Safety Helmets, approved by the Department of Occupational Safety and appraised by the Ministry of Science and Technology and issued under Circular 04/2012/TT-BLDTBXH dated February 16, 2012 of the Ministry of Labor, War Invalids and Social Affairs.

National Technical Regulation QCVN 06:2012/BLDTBXH stipulates the limits of safety-related criteria for industrial safety helmets (hereinafter referred to as helmets) and quality management requirements for domestically manufactured, imported and marketed helmets.

National Technical Regulation QCVN 06:2012/BLDTBXH applies to organizations and individuals manufacturing, importing, distributing and retailing helmets, state management agencies, and other related organizations and individuals.

What are the regulations on labeling on industrial safety helmets in Vietnam?

Under Section 3 of the National Technical Regulation QCVN 06:2012/BLDTBXH, the regulations on labeling on industrial safety helmets in Vietnam are specified as follows:

- Labeling on helmets:

Helmets certified in conformity with the requirements of this Regulation must have legible and indelible labels with the following information;

+ Serial number of this National Technical Regulation;

+ Country of origin;

+ Name or sign identifying the manufacturer;

+ Year and quarter of manufacturing;

+ Helmet style (named by the manufacturer). The name of the helmet type must be written on the body of the helmet and also on the inner part of the helmet.

- Additional information:

Each helmet must have information on the label in Vietnamese stating the following points:

+ For good protection, the helmet must fit or must be adjusted to fit the size of the user's head.

+ Any modification or removal of the component part of the helmet is dangerous to the user.

+ Weight, if exceeding 400 g, see Clause 2.2.7 of National Technical Regulation QCVN 06:2012/BLDTBXH.

+ Requirements to choose:

++ " 00C " for low-temperature requirements

++ "RL" for horizontal pressing hardness requirements

++ " 440V " for insulation requirements.

What are the regulations on the management of industrial safety helmets in Vietnam?

Under Section 4 of National Technical Regulation QCVN 06:2012/BLDTBXH, the management of industrial safety helmets in Vietnam is specified as follows:

(1) Domestically manufactured helmets:

- Domestically manufactured helmets must be declared in conformity with regulations by the provisions of Section 2 of the National Technical Regulation QCVN 06:2012/BLDTBXH for each helmet style based on the certificate of conformity of a certification body designated by the Ministry of Labor, War Invalids and Social Affairs.

The certification of conformity is carried out according to the typical method of sample testing and assessment of the manufacturing process; supervision through testing samples taken at the manufacturing site or on the market in combination with the assessment of the manufacturing process (Method 5 in Appendix II of the Regulations on certification of standard conformity, certificate of conformity and announcement of conformity, announcement of conformity issued together with Decision 24/2007/QD-BKHCN).

- Domestically manufactured helmets, before being put into circulation on the market, must affix the conformity mark on the body of the helmet.

(2) Imported helmets:

- Imported helmets must be certified for conformity with regulations by the provisions of Section 2 of the National Technical Regulation QCVN 06:2012/BLDTBXH. The certification of imported cap conformity shall be conducted by one of the following organizations:

+ Domestic and foreign inspection organizations or certification organizations shall be appointed or acknowledged by competent state management agencies to test results performed abroad according to method 5 in Appendix II of the Regulations on certification of standard conformity, certificate of conformity and announcement of standard conformity, announcement of regulation conformity issued together with Decision 24/2007/QD-BKHCN).

+ Conformity certification body or designated assessment organization shall conduct in Vietnam according to the method of testing and evaluating batches of products and goods (Method 7 in Appendix II of the Regulations on certification of standard conformity, certificate of conformity and announcement of standard conformity, announcement of conformity issued together with Decision 24/2007/QD-BKHCN). The number of helmets for conformity assessment according to the specified batch of goods. The shipment of goods is considered satisfactory when all tests and inspections are satisfactory.

- Before being put into circulation on the market, imported helmets must affix the conformity mark on the body of the helmet.

(3) Marketed helmets:

- Marketed helmets must have a mark of conformity and a label on the body of the helmet.

- Domestically manufactured, imported, and marketed helmets shall be subject to state inspection of quality by the law on the quality of products and goods.

When necessary, helmets must be inspected by the requirements specified in Section 2 of the National Technical Regulation QCVN 06:2012/BLDTBXH. The number, norms and requirements for helmets to be inspected shall be decided by the inspection-conducting agency or inspection team.
