What are the principles for organization and operation of the Ho Chi Minh Communist Youth Union?
Pursuant to Article 5 of the Charter of the Ho Chi Minh Communist Youth Union in 2022, the organization and operation of the Youth Union are based on the principles of centralized democracy, as follows:
- The leadership bodies at all levels of the Youth Union are established through elections, implementing collective leadership and individual responsibilities.
- The highest leadership body of the Youth Union is the National Congress of Delegates.
- The leadership body of the Vietnam Youth Union at each level is the Congress of Delegates or the Congress of Vietnam Youth Union members at that level.
- Between two congresses, the leadership body is the Executive Committee elected by the congress at the same level; between two Executive Committee meetings, the leadership body is the Standing Committee elected by the Executive Committee at the same level.
- The number of Executive Committee members at each level is determined by the congress at that level, according to the guidance of the Central Executive Committee.
- The number of Standing Committee members does not exceed one-third of the number of Executive Committee members.
- At the central level, the number of Central Committee Secretaries does not exceed one-third of the number of Standing Committee members.
