What is day-school education?

Currently, there is no regulation for the concept of day-school education. However, based on the provisions of Clause 1 Article 2 of the Regulation promulgated together with Circular 27/2009/TT-BGDDT of Vietnam promulgating the regulations on outpatient admission for students at universities, colleges, and professional intermediate as follows:

Interpretation of terms
In these Regulations, the following terms are construed as follows:
1. Day-school students are students who do not live in the boarding area of the school.

Thus, day-school education can be understood as students participating in studying at the school but staying at a temporary or permanent residence, not in the boarding area of the school.

Rights of day-school students?

According to the provisions of Article 5 of the Regulation promulgated together with Circular 27/2009/TT-BGDDT of Vietnam stipulating the rights of day-school students as follows:

Rights of day-school students
1. Day-school students are entitled to the rights under the current regulations of the Regulation on students of universities, colleges and professional secondary schools, promulgated by the Ministry of Education and Training.
2. To enjoy the rights of citizens residing in the area, to be facilitated by local authorities and schools, and to be assisted in outpatients.
3. Have the right to lodge complaints and express their wishes to local authorities, school principals and relevant agencies on issues related to legitimate rights and interests at the place of residence.

Thus, day-school students will have the above rights.

Obligations of day-school students?

Pursuant to the provisions of Article 6 of the Regulation promulgated together with Circular 27/2009/TT-BGDDT of Vietnam stipulating that day-school students must perform the following obligations:

Obligations of day-school students
1. Perform obligations according to current regulations of the Regulation on students, university students, colleges and professional secondary schools of the regular system promulgated by the Ministry of Education and Training of Vietnam.
2. To perform their civic obligations as prescribed by law. Comply with regulations on ensuring social security, order and safety; actively participate in cultural, artistic, physical training and sports activities, drug prevention, crime prevention, social evils, environmental protection at the place of residence and other activities organized by the locality.
3. You must register your temporary residence with the commune (ward or township) police and notify the school of your outpatient address within 30 days from the date of admission.
4. When there is a change in residence, they must notify the school of their new residential address within 20 days.
5. Day-school students who have a permanent residence permit and are currently residing in the place of residence shall perform the obligations specified in Clauses 1, 2, 4 of this Article.

Thus, for day-school students, students are obliged to register their temporary residence with the commune (ward, township) police and notify the school of their outpatient address within 30 days from the date of admission.

In addition, when there is a change of residence, you must notify the school of your new residential address within 20 days.

Day-school students who have permanent residence and are currently residing there must also perform the aforesaid obligations.

How to manage day-school students?

* Day-school student management work

Pursuant to the provisions of Article 7 of the Regulation promulgated together with Circular 27/2009/TT-BGDDT of Vietnam, the management of day-school students is carried out as follows:

- Disseminate regulations of the Ministry of Education and Training and schools on outpatient work of students; guide and advise on procedures for temporary residence registration right from the time of admission.

- Make an annual plan to carry out the management of students and day-school students.

- Make a book of students and out-patients (Appendix II), fully and promptly update the change of residence of out-patient students.

* Coordination work

Pursuant to the provisions of Article 8 of the Regulation promulgated together with Circular 27/2009/TT-BGDDT of Vietnam, the management of out-patients and students is carried out as follows:

- Make a plan to coordinate with local authorities to grasp the situation of hostels to advise and introduce accommodation for students in need.

- Actively coordinate with local authorities, police agencies and relevant branches to organize annual briefings between schools and local authorities on the situation of day-school students, promptly handle cases related to day-school students.

- Coordinate with Ho Chi Minh Communist Youth Union, Vietnam Student Association, Vietnam Youth Union and other relevant socio-political organizations to advise, support, help and organize the execution of the day-school work of students.
