What are a red book and a pink book in Vietnam?
Currently, there is no document regulating the concept of a red book. Red book is the term used to call "Land Use Right Certificate" based on the external color of the Land Use Right Certificate.
Similar to the red book, the pink book is the name of the "Certificate of housing ownership and land use rights". People often call it a pink book because it is based on the color of the "Certificate of housing ownership and land use rights" in urban areas (towns, inner cities, inner towns) issued by the Ministry of Construction.
Pink book is also a legal term that is not recognized under the law.

What is the difference between a red book and a pink book in Vietnam?
Issuing agency and time of issuance of the book:
Pink book: "Certificate of housing ownership and land use rights" issued by the Ministry of Construction before 10/8/2005, changed to "Certificate of housing ownership, ownership of construction works" and issued from 10/8/2005 to before 10/12/2009.
Red book: "Land use right certificate" issued by the Ministry of Natural Resources and Environment before 10/12/2009 with the legal name "Land use right certificate."
Objects of use
The objects of use of pink books and red books have certain differences.
For the red book, the red book proves land use rights and is a tool to protect the rights and interests of land owners.
For the pink book, it is owned by the landlord, who is also the owner of the residential land, the owner of the apartment in the apartment building.
Areas to be issued
The pink book (Certificate of housing ownership, ownership of construction works) has the area where the book is issued as an urban area.
Red book (Land use right certificate) with non-urban level areas
Type of land to be issued
The type of land issued between the pink book and the red book also differs greatly. The pink book will be issued for urban land, while the red book will be issued for rural land, agricultural land, forestry land, aquaculture land and salt-making areas.
Whether red books or pink books have higher legal validity in Vietnam?
Legal validity
Pink books and red books both have legal validity expressed in assets that are recorded rights including use rights to land and ownership rights to houses and other assets attached to land. At the same time, the "book" is just a "paper" that records the rights attached to the land and the book itself has no independent value.
Actual value
The value of assets such as parcels, houses,... stipulate the actual value of red books and pink books.
Decree 88/2009/ND-CP stipulates the unification of the two types of paper mentioned above into a common paper called: Certificate of land use rights, ownership of houses and other assets attached to land, issued by the Ministry of Natural Resources and Environment.
In the 2013 Land Law of Vietnam, certificates of land use rights, ownership of houses and other assets attached to land are prescribed as certificates issued to persons with land use rights, housing ownership rights, and other property ownership rights attached to land in a uniform form throughout the country.
In case, the Land Use Right Certificate, the Certificate of Housing Ownership and Residential Land Use Rights, the Housing Ownership Certificate have been issued before 10/12/2009 while still valid, they will not have to be changed to the Land Use Right Certificate, ownership of houses and other property attached to the land.
If there is a need to be changed to a Certificate of land use rights, ownership of houses and other property attached to the land while the Certificate has been issued before 10/12/2009, it will still be changed.
Thus, based on the above regulations and analysis, there is a comparison and distinction between a red book and a specific pink book as follows:
Red book is a certificate of land use rights
The pink book is a certificate of housing ownership and land use rights.
