4. The application requesting approval for the plan for assurance of traffic safety includes:
a) A document requesting approval of the plan for assurance of traffic safety;
b) A copy of the investment decision for the construction project;
c) A copy of the decision approving the construction project design;
d) A copy of the general layout plan of the project;
dd) The original plan for assurance of traffic safety.
5. Procedure for receiving and processing the application:
The competent authority specified in Clause 3 of this Article receives the application. If the application is not valid, within 03 working days from the date of receipt, the competent authority must guide the completion of the application as prescribed in this Decree; if the application is valid, within 03 working days from the date of receipt, the competent authority must seek the opinions of relevant agencies and units; within 05 working days from the date of receiving all opinions, it must issue a document approving the plan for assurance of traffic safety and send it directly or via postal system to the investor; if disapproved, it must have a written response stating the reasons.

Based on the provisions of Article 5 of the Law on Inland Waterway Traffic 2004 with phrases replaced by Clause 7, Article 4 of the Law amending and supplementing a number of Articles of 37 Laws related to planning 2018 on policies for developing inland waterway traffic as follows:

1. The State prioritizes investment in the development of inland waterway infrastructure on key inland waterway traffic routes, key economic areas, remote areas with advantages in inland waterway traffic compared to other types of traffic.
2. The State encourages and facilitates Vietnamese organizations and individuals, as well as foreign organizations and individuals, to invest in developing inland waterway infrastructure, applying advanced science and technology, training specialized human resources, and investing in the business and exploitation of inland waterway transport to sustainably develop inland waterway traffic.
Thus, the policies for the development of inland waterway traffic are specified as follows:
