Where are the places to register marriages involving foreign elements in Vietnam?
Pursuant to Article 37 of the Law on Civil Status 2014 stipulates as follows:
Competence to register marriage
1. District-level People's Committees of places of residence of Vietnamese citizens shall register marriages between Vietnamese citizens and foreigners; between Vietnamese citizens residing in the country and Vietnamese citizens residing abroad; between Vietnamese citizens residing abroad; and between Vietnamese citizens who also have foreign citizenship and Vietnamese citizens or foreigners.
2. In case a foreigner residing in Vietnam requests marriage registration in Vietnam, the district-level People's Committee of the place of residence of either partner shall register the marriage.
Thus, district-level People's Committees shall register marriages between Vietnamese citizens and foreigners in particular and marriages involving foreign elements in general.

Vietnam: What documents must be prepared for marriage registration with a foreigner?
In subsection 2, Section B, Part II of the Appendix issued together with Decision 2228/QD-BTP in 2022, stipulating the composition of documents to be prepared when registering a marriage with a foreigner is as follows:
- Marriage registration declaration form, with sufficient information of both male and female parties. Both men and women can jointly declare in a marriage registration declaration (if the requester chooses to submit the application directly);
- An interactive electronic marriage registration form (by the requester providing information according to the instructions on the Vietnam National Public Service Portal, if the requester chooses to submit the application in the online form);
- Persons who request marriage registration shall submit/present (in person) or upload (online form) the following documents:
* Documents to be submitted:
- A certificate from a competent Vietnamese or foreign medical organization certifying that the married parties do not suffer from mental illness or other diseases without the ability to perceive and control their acts;
- Papers proving the marital status of the foreigner issued by the competent authority of the country of which he is a citizen are still valid, certifying that he is currently unmarried or without a husband; In case the foreign country does not issue a certificate of marital status, it shall be replaced with a document issued by a foreign competent authority certifying that the person is eligible for marriage under the laws of that country.
The use value of papers proving the marital status of foreigners shall be determined according to the duration stated on such papers. If the papers proving marital status do not have an expiry date, this paper and the medical organization's certification are valid for 6 months from the date of issue.
- Foreigners and Vietnamese citizens residing abroad must submit a copy of their passport/passport replacement document.
- Certificate of the marital status of Vietnamese citizens residing in the country. In case marital status information is already available in the Vietnam National Database, it is not required to present it (in direct form) or upload it (in the online form).
* In addition to the above documents, depending on the case, the male and female parties must submit the following corresponding documents:
- Vietnamese citizens who have divorced or canceled their marriage at a competent foreign agency must submit a copy of the civil status extract about the illegal divorce or marriage annulment recorded;
- Vietnamese citizens who are officials, public employees or are serving in the armed forces must submit a document from the management agency or unit certifying that their marriage to a foreigner is not contrary to the regulations of that branch;
- In case the marriage registration requester is working, studying or working abroad for a definite term, he/she must submit a certificate of marital status issued by the diplomatic mission or consular mission.
* Documents to be presented:
- Passport or people ID card or citizen ID card or other papers with photos and personal information issued by competent authorities, still valid for use to prove the identity of Vietnamese citizens. In case the personal information in these documents is already in the Vietnam National Database, the electronic database, and is automatically filled in by the system, it is not required to be present (in direct form) or uploaded (in the online form);
- Foreigners present the original passport to prove their identity; In case foreigners do not have a passport to present, they can present an international travel document or a residence card.
- Proof of residence to determine the marriage registration authority. In case the information about the documents proving the place of residence is already in the Vietnam National Database is automatically filled in, it is not required to be present (in person) or uploaded (in the online form).
