In Vietnam, what are the steps for online temporary residence registration via the VNeID application?
From January 1, 2024, people can register for temporary residence online via the VNeID application. This is a convenient way for residents to report their stay to the residence registration authority without visiting directly to the authority. To register for temporary residence online via the VNeID application, people must upgrade to level 2 eID accounts to fully use the functions of the VNeID application and follow these steps:
Step 1: Open the VNeID application on your phone and log in to your VNeID account. Select "Administrative procedures" and then select "Stay Notice".
Step 2: Select "Create new request" and double-check your basic information. Select "Work address" where you plan to temporarily reside and complete the information about that work address. You must fill in the information in the fields marked with (*) required information. Then click "Continue"
Step 3: After filling in, select "residence information" and select "residence type" suitable for where you are staying. Click "Continue" to confirm the information.
The system will display a panel that says, "The declared information cannot be changed. Do you confirm you want to continue?"
If you are sure of the declared information, select "Confirm"
If you want to double-check, you can select "Check again"
Step 4: If you need to register another resident, you can select "Add resident" and enter the corresponding information. Check "The notifier is the resident". After that, you must fill in the details of the time, place and reason for your stay. Select "Save" to save the information.
Step 5: Finally, just click "Submit a request" to complete the online temporary residence registration process via the VNeID application. You will receive a confirmation code and can track your application status on the app.

What is the case of temporary residence registration by citizens in Vietnam?
Article 27 of the Law on Residence 2020 stipulates the conditions for temporary residence registration as follows:
Conditions for temporary residence registration
1. A citizen who comes to live in a lawful place of residence located outside of the commune-level administrative unit where they register their permanent residence for work or study or another purpose for 30 days or more must register temporary residence.
2. The maximum time limit for temporary residence is 02 years, which may be extended multiple times.
3. Citizens may not register the places mentioned in Article 23 of this Law as their new temporary residences.

Citizens may not register the new temporary residence for the following places:
- Places of residence situated in locations or areas forbidden from construction or encroaching protection corridors for national defense and security, transport, irrigation, dikes and energy, protection markers for technical infrastructure works and ranked historical - cultural sites, areas at risk of landslides, flash floods and pipe floods, and protection areas for other works as prescribed by law.
- Places of residence the whole floor area of which are located on illegally encroached land or places of residence located on land not eligible for construction as per the law.
- Places of residence issued with a decision on land use right revocation and decision approving plan for compensation, assistance and relocation by the competent authority;
Places of residence being houses the whole or a part of floor area of which is subject to a dispute or complaint related to ownership or right of use unresolved as per the law.
- Places of residence confiscated as decided by the competent authority;
Vehicles which are registered as permanent residences but the vehicle registration of which has been annulled or which do not possess the inspection certificate for compliance with technical safety and environmental protection requirements as per the law.
- Places of residence being houses issued with a demolition decision by the competent authority.
What are cases of annulment of temporary residence registration of citizens in Vietnam?
According to Article 14 of Circular 55/2021/TT-BCA on annulment of temporary residence registration of citizens as follows:
Annulment of temporary residence registration
1. In case temporary residence is not registered intra vires, with all conditions fulfilled or for the eligible persons according to regulations in Article 35 of the Residence Law, the authority having carried out such registration shall issue a decision to annul the registration. Complicated cases shall be reported to head of the supervisory unit of the authority having carried out the registration for consideration and decision on annulment of the registration.
2. Within 01 working day starting from the date of receipt of a decision on annulment of temporary residence registration, the authority having carried out the registration shall update the annulment to the residence database and provide a written explanation for the relevant citizen.
Thus, in case temporary residence is not registered intra vires, with all conditions fulfilled or for the eligible persons according to regulations in Article 35 of the Residence Law, temporary residence registration of citizens in Vietnam shall be annulled.
