What are the State policies for youth pioneers in Vietnam during performing their duties?
Pursuant to Article 6 of Decree 17/2021/ND-CP, the State policies for youth pioneers in Vietnam during performing their duties are:
- Fully receive benefits and policies for employees in accordance with the labor code, the law on social insurance, and health insurance.
- Be granted a minimum of 02 sets of youth pioneer costumes per year, a youth pioneer team card.
- Be facilitated to improve their education, political theory, professional and professional qualifications; participate in cultural, and physical training, sports, entertainment, and entertainment activities in accordance with the provisions of law.
- Be participated in mass activities; be retrained and considered for admission to the Ho Chi Minh Communist Youth Union and the Communist Party of Vietnam in accordance with the provisions of the Charter of the Ho Chi Minh Communist Youth Union and the Charter of the Communist Party of Vietnam.
- Be prioritized for loans at the Bank for Social Policy in accordance with current regulations.
- A youth pioneer with a brave act who dies or is injured in one of the cases prescribed by the law on preferential treatment of persons credited with the revolution shall be considered and recognized as a martyr or receive the same policies as the invalid as prescribed by the law on preferential treatment for people with meritorious services to the revolution at the request of the youth pioneer organization to the competent authority.
- A youth pioneer who is working in a youth pioneer organization, if she/he dies, she/he shall receive funeral allowances in accordance with the law on social insurance and be supported by the youth pioneer organization to transport them to their hometowns or families at the request of relatives.
- A youth pioneer who has worked for a full 24 months in the youth pioneer organization is awarded the Ho Chi Minh Communist Youth Medal by the Ho Chi Minh Communist Youth Union. In case the participation in youth pioneer organizations in different batches or interruptions is accumulated.
- Youth pioneers with merits and achievements in performing duties shall be rewarded in accordance with the law on emulation and reward.
- Youth pioneers on duty in areas with extremely difficult socio-economic conditions as prescribed by law shall be entitled to the following policies:
+ Receive a living allowance for the first 6 months from working in an area with extremely difficult socio-economic conditions. Each working month is entitled to a living expense equal to 01 times the base salary as prescribed by law;
+ Be temporarily suspended or exempt from enlistment in accordance with the Law on Military Service.
What are the principles for paying benefits to youth pioneers in Vietnam?
Pursuant to Article 4 of Decree 17/2021/ND-CP, the principles for paying benefits to youth pioneers in Vietnam are:
- Ensure publicity, transparency, timeliness, and compliance with the provisions of the law.
- The Government and local authorities shall create conditions for youth pioneers to participate in volunteer youth organizations and voluntary activities in accordance with the provisions of the law.
- The Government, local authorities, the Ho Chi Minh Communist Youth Union, and youth organizations established in accordance with the law honor, praise, recognize or propose competent authorities to reward youth pioneers for achievements in the performance of their duties; young volunteers have many contributions to voluntary activities.
- Agencies, organizations, and individuals shall be responsible before the law for failing to perform or improperly performing their responsibilities as prescribed in Decree 17/2021/ND-CP.
What are the funding sources for the implementation of policies for youth pioneers in Vietnam?
Pursuant to Clause 1, Article 5 of Decree 17/2021/ND-CP, the funding sources for the implementation of policies for youth pioneers in Vietnam are:
- Funds for the implementation of policies for youth pioneers shall be guaranteed by the state budget according to the current state budget decentralization in the Law on State Budget to perform duties assigned by competent authorities;
- The State shall ensure conditions on funding, facilities, and necessary equipment for youth pioneer organizations when performing duties assigned by the State in accordance with current regulations on state budget decentralization.
What are the benefits for youth pioneers in Vietnam after completing their duties?
Pursuant to Article 7 of Decree 17/2021/ND-CP, the benefits for youth pioneers in Vietnam after completing their duties are:
- Be issued a Certificate of Completion by the youth pioneer organization.
- Be given priority when participating in the recruitment of civil servants and public employees in accordance with the law on cadres, civil servants, and public employees.
- In case there is a desire to stay and settle down or establish a career in localities that are an ethnic minority and mountainous areas, remote areas, borders, islands, or areas with extremely difficult socio-economic conditions, the State policies on socio-economic development shall be applied according to the area where the settlement is located.
- In case of performing duties in areas with extremely difficult socio-economic conditions as prescribed by law, the following policies shall be applied:
+ Lump-sum allowance at the rate of each year working in youth pioneer organizations in areas with extremely difficult socio-economic conditions equal to 01 month of current remuneration. In case of insufficient 01 year (12 months), if the working time is from 01 month to full 06 months, youth pioneers shall receive 1/2 month of wages, if the working time is more than 06 months, 01 month of remuneration is calculated;
+ Be exempt from enlistment in accordance with the Law on Military Service;
+ Be provided with transportation expenses when returning to the locality.
