What standards for an elementary school library in Vietnam?
Pursuant to Chapter III, regulations on library standards of preschool and general education institutions issued together with Circular 16/2022/TT-BGDDT stipulating standards for libraries in primary schools.
Accordingly, standards for libraries in primary schools include:
- Standards on information resources - detailed in Article 10 of the Regulations on library standards of preschool and general education institutions issued together with Circular 16/2022/TT-BGDDT.
- Standards on facilities - detailed in Article 11 of the Regulations on library standards of preschool and general education institutions issued together with Circular 16/2022/TT-BGDDT.
- Standards on specialized equipment - detailed in Article 12 of the Regulations on library standards of preschool and general education institutions issued together with Circular 16/2022 / TT-BGDDT.
- Standards on library activities - detailed in Article 13 of the Regulations on library standards of preschool and general education institutions issued together with Circular 16/2022/TT-BGDDT.

What are the standards for library operations for level 1 elementary school libraries in Vietnam?
Pursuant to Clause 1, Article 13 of the Regulations on library standards of preschool and general education institutions issued together with Circular 16/2022/TT-BGDDT stipulating standards on library activities Level 1 as follows:
About looking up and borrowing information resources
- The system of searching information resources is carried out directly at the library, ensuring easy and convenient lookup and being able to retrieve relevant data;
- The loan system is implemented in the form of vouchers or forms suitable to the organizational conditions of the library;
About Library Activities
- Activities of introducing and guiding the implementation of library rules and use, including: Guiding library users to comply with the rules, understanding signs and symbols; how to search, look up categories, select information resources, access data (for libraries with digital information resources) in accordance with the level, needs of reading, learning, improving knowledge and entertainment of students and teaching and research requirements of teachers;
- Activities to encourage reading, formation and development of reading habits, including: Reading books at libraries, open spaces and borrowing books home; organize reading lessons at the library in many different forms, flexibly arrange in the schedule or integrate in other educational activities; organize lessons at the library according to each subject, educational or interdisciplinary activity; organize reading days, reading weeks, thematic reading, book-based storytelling contests, writing about books; organizing annual Vietnam Book and Reading Culture Day;
- Learning and connection support activities, including: Thematic lookup; writing, drawing, interacting with authors, painters and guests in the field of children's books; teamwork; interactions between grade levels; organizing clubs, groups to share books, documents about local traditions, culture and history;
- Interactive and professional development activities for teachers, including: Introducing appropriate materials by subject or topic; advising teachers on the use of information resources to design lectures;
Regarding library interconnection: Primary school libraries shall conduct library interconnection according to the provisions of Article 4 of this document.
What are the standards for library operations for level 2 elementary school libraries in Vietnam?
Pursuant to Clause 2, Article 13 of the Regulations on library standards of preschool and general education institutions issued together with Circular 16/2022/TT-BGDDT stipulating standards on library activities Level 2 as follows:
First of all, the primary school library meets the level 2 library operation standards to ensure the provisions of level 1 standards and the following regulations:
- Looking up and borrowing information resources: The system of searching information resources and the system of borrowing and returning are carried out through the library management software system;
- Contents of library activities:
+ Reading lessons at the library must be at least 02 periods/semester/class, the content prescribed by the principal of the primary school in accordance with the educational program;
+ Classroom activities at the library must be at least 01 period/semester/subject or interdisciplinary prescribed by the principal of the primary school in accordance with the educational program;
+ Ensure that 100% of teachers and at least 80% of students read books at the library and borrow books home every year;
- Library linkage: Implement library transfer in the form of circulating information resources in the form of printing or sharing digital information resources periodically at least 01 time/school year.
