What are the specific contents of Official Telegram providing guidelines on removing difficulties and issues in fire prevention and fighting in Vietnam?

Pursuant to Official Telegram No. 220/CĐ-TTg in 2023 providing guidelines on removing difficulties and issues in fire prevention and fighting in Vietnam as follows:

Over the past time, ministries, branches, and localities have focused on directing the drastic and effective implementation of fire prevention and fighting, initially achieving many important results, creating positive changes, restraining and reducing all three criteria on the number of cases, damage to people and property caused by fire.

However, through the process of reviewing and inspecting, many works and establishments have not fully met the safety conditions for fire and explosion prevention and control as prescribed by law, potential safety risks, forced to suspend operations, interrupt construction investment activities, etc production and business.

In order to ensure full compliance with the provisions of the law on fire prevention and fighting, the Prime Minister requests:

- The Ministry of Public Security shall take charge of, and coordinate with the Ministry of Construction and ministries, branches and localities in:

+ Review policies and laws on fire prevention and fighting in order to promptly amend and supplement immediately according to their competence or propose competent authorities to amend and supplement; step up reform and drastically reduce administrative procedures in the field of fire prevention and fighting, meeting practical requirements for economic and social development.

+ Classify specifically by groups of works and establishments with difficulties and problems in overcoming after inspection and review; proactively and promptly answer and guide fully and specifically regulations and solutions for agencies, organizations, enterprises, and people to overcome overall violations and shortcomings in fire prevention and fighting of works and establishments, effectively serving construction investment activities, production and business (completed by April 30, 2023).

- The Ministry of Construction shall take charge of, and coordinate with the Ministry of Public Security and ministries, branches and localities in:

+ Urgently review and promptly detect difficulties and problems in fire prevention and fighting in investment in building houses and production and business activities of people and enterprises.

+ Clarify causes for giving solutions to supplement and amend according to competence immediately standards and technical regulations, ensuring conformity with Vietnamese practice, creating the most favorable conditions for investment in construction, production and business activities, and at the same time resolutely reducing unnecessary cumbersome administrative procedures to fully meet fire prevention requirements, firefighting (report the results to the Prime Minister by April 30, 2023).

- Presidents of People's Committees of provinces and centrally-run cities shall:

+ Clearly define roles and responsibilities to immediately handle limitations, inadequacies, and obstacles in the state management of fire prevention and fighting in the area under their management; direct specific and detailed solutions to definitively handle violations of fire prevention and fighting in construction investment according to its competence in order to urgently remove difficulties and problems in fire prevention and fighting, effectively serve construction and production investment activities, etc business of people and enterprises.

+ Summarize difficulties and problems in fire prevention and fighting outside the competence to propose to the Ministry of Public Security and the Ministry of Construction for guidance or proposals to competent authorities for timely settlement (sent to the Ministry of Public Security and the Ministry of Construction before April 20, 2023).

- Ministries, branches, and localities shall:

+ Strengthen propaganda and dissemination of policies, laws, standards and technical regulations, especially regulations and solutions to remove difficulties and inadequacies in fire prevention and fighting so that people and businesses can promptly grasp and facilitate implementation.

+ Strictly and fully perform responsibilities in the state management of fire prevention and fighting, uphold the responsibilities of heads of agencies, organizations, and local authorities in guiding the immediate removal of difficulties and problems in fire prevention and fighting within their competence and report on proposals at all levels if they exceed their competence.

What are the fire prevention and fighting instruction signs, signage, and prohibition signs in Vietnam?

Pursuant to Clause 3, Article 5 of Circular 149/2020/TT-BCA as follows:

​Fire safety regulations, fire escape plans, fire prevention and fighting instruction signs, signage and prohibition signs
1. Fire safety regulations must be appropriate to the operational characteristics of each facility and include the following basic contents: regulations on management and use of power, fire sources, heat sources, flammable substances, explosives, spark-generating equipment and heat-generating equipment; regulations on management and use of fire prevention and fighting equipment; prohibited acts per regulations of law on fire prevention and fighting; and actions to be taken during a fire or explosion incident.
2. Fire escape plans must show the escape route and location of firefighting equipment of each area and floor. Depending on the operational characteristics of each facility, the fire escape plan may be separated into different plans showing one or more than one of the abovementioned contents.
3. Fire prevention and fighting instruction signs, signage and prohibition signs include:
a) No fire signs, no smoking signs, signs prohibiting carry and use of matches, lighters, mobile phones, transceivers, and heat-generating, spark-generating or fire-generating equipment, objects and substances in places of manufacturing, storage and/or use of explosive materials, gas, oil, liquefied gas and flammable chemicals;
b) Fire/Explosion danger signs;
c) Fire prevention and fighting instruction signs, including escape route signs, fire exit signs; signs denoting locations of fire hydrants and fire fighting water containers.
4. Specifications and specimens of fire prevention and fighting instruction signs, signage and prohibition signs are provided for in National Standard TCVN 4879:1989 on Fire protection - Safety signs. In case where it is necessary to specify the validity period of a sign, a secondary sign shall be provided.
5. Fire safety regulations, fire escape plans and fire prevention and fighting instruction signs, signage and prohibition signs must be disseminated and placed at easily noticed locations for everyone to know and follow.

Thus, the fire prevention and fighting instruction signs, signage and prohibition signs in Vietnam include:
