In subsection 4 of Section C of the Administrative Procedure promulgated together with Decision 5548/QD-BCA-C06 of 2021, the latest procedures for certification of residence information at the commune level in Vietnam are specified as follows:

Order of execution:

- Step 1: The applicant prepares the application in accordance with the provisions of law.

- Step 2: The applicant submits the application to the commune-level police authority.

- Step 3: When receiving the application for certification of residence information, the residence registration authority checks the legality and content of the application:

+ In case the application is complete and valid, the application shall be received and the application receipt and the result return appointment letter (form CT04 issued together with Circular 56/2021/TT-BCA) shall be issued to the applicant;

+ In case the application is an eligible and incomplete application, the residence registration authority instructs the applicant to supplement and complete and issue an instruction form for supplement and completion of the application (form CT05 issued together with Circular 56/2021/TT-BCA) to the applicant;

+ In case the application is not eligible, the residence registration authority shall refuse and issue a refusal letter to receive and process the application (form CT06 issued together with Circular 56/2021/TT-BCA) to the applicant.

- Step 4: Based on the appointment date on the application receipt and the result return appointment letter to receive a notification of the result of settling residence registration procedures (if any).

Methods for submitting the application:

- Submit the application directly to the commune-level police authority.

- Apply online through online public service portals such as: Online at the Public Service Portal through the National Public Service Portal, or the Public Service Portal of the Ministry of Public Security, and the Public Service Portal for Residence Management.

Time to receive applications: Office hours on working days from Monday to Friday and Saturday morning every week (except for public holidays and Tet as prescribed by law).

Results of administrative procedures:

- In case the application is valid and eligible, the residence registration authority shall issue certification of residence information (form CT07 issued together with Circular 56/2021/TT-BCA).

- In case of refusal to settle household separation, there must be a written response clearly stating the reason (form CT06 issued together with Circular 56/2021/TT-BCA).
