According to Section 4 of the National Technical Regulation QCVN 07:2019/BKHCN issued together with Circular 13/2019/TT-BKHCN, the required contents in labels on the steel bundles or rolls used for reinforced concrete in Vietnam are:
LABELING REGULATIONS
4.1. The labeling of goods must comply with the provisions of the Government's Decree No. 43/2017/ND-CP dated April 14, 2017 on goods labels and current regulations related to the origin of goods.
4.2. The labels on steel bundles or rolls used for reinforced concrete in Vietnam must include the required contents:
- The name and address of manufacturers and importers;
- Name of goods;
- Origin of goods;
- Quantification: the bundle's or roll's mass;
- Specifications, including:
- The manufacturer's or importer's standard number;
- Steel grade;
- Nominal diameter
- Particularly for prestressed concrete reinforcement, additional information on the nominal tensile limit of the infinite number of rolls or bundles of rods associated with the test result sheet must be added.
- Month and year of production;
- Instructions for use and storage
4.3. Additional information on steel bars and wire steel must meet the following criteria:
4.3.1 Steel grades and nominal diameters of steel bars and steel wires manufactured and imported in accordance with international standards, regional standards, national standards of ASEAN countries, BS, ASTM, GOST, JIS, KS, GB, IS, and CNS standards, respectively, announced by manufacturers and importers
4.3.2 For steel manufactured according to TCVN 1651-2:2018, Reinforced Concrete Steel—Part 2: Zebra each rebar must be labeled during the rolling process in the following order:
- Manufacturer's logo, name, or abbreviation;
- Notation of steel grade:
CB300 or CB3;
CB400 or CB4;
CB500 or CB5;
CB600 or CB6
- Nominal diameter d (including the letter "d" and a specific nominal diameter value)
For example, ABCDE CB400 d 20 or ABCDE CB4 d 20 (where ABCDE is the manufacturer's logo, CB400 or CB4 is the symbol of steel grade, and d 20 is the nominal diameter of 20 mm).

What are the regulations on managing steel used for reinforced concrete in Vietnam?
Pursuant to Section 5 of National Technical Regulation QCVN 07:2019/BKHCN issued together with Circular 13/2019/TT-BKHCN, the management of steel used for reinforced concrete in Vietnam is regulated as follows:
- Steel used for reinforced concrete manufactured in the country must be declared conformant with Section 2 regulations, affixed with the conformity mark (CR mark), and labeled in accordance with Section 4 of the Regulation before it is placed on the market.
- In accordance with the provisions of Section 2 of this Technical Regulation, the announcement of conformity with steel used for reinforced concrete shall comply with the provisions of Circular 28/2012/TT-BKHCN and Circular 02/2017/TT-BKHCN amending and supplementing a number of articles of Circular 28/2012/TT-BKHCN, based on the results of conformity assessment of the certification organization registered in the field of operation, as prescribed in Decree 107/2016/ND-CP
- The conformity announcement must be tested at the testing facility designated by the General Department of Standards and Quality Measurement in accordance with the provisions of the law.
Imported steel used for reinforced concrete must be inspected for quality in accordance with the provisions of Section 2, affixed with a conformity mark (CR mark), and labeled in accordance with the provisions of Section 4 of this technical regulation before being put into circulation on the market.
- The quality of imported concrete reinforced steel shall be inspected in accordance with the provisions of Clause 2b Article 7 supplementing Decree 132/2008/ND-CP (specified in Clause 3 Article 1 of Decree 74/2018/ND-CP amending and supplementing a number of articles of Decree 132/2008/ND-CP and Clause 1 Article 4 of Decree 154/2018/ND-CP amending, supplementing, and abolishing a number of regulations on investment and
- In accordance with the provisions of the law, testing for conformity assessment of imported concrete-reinforced steel shall be performed at the testing organization designated by the General Department of Standards and Quality Measurement.
- The exemption from inspection of the quality of imported concrete reinforced steel shall comply with the provisions of Clause 7 Article 7 of Decree 132/2008/ND-CP, as supplemented by Clause 3 Article 1 of Decree 74/2018/ND-CP dated May 15, 2018 of the Government on amending and supplementing a number of articles of Decree 132/2008/ND-CP, and as amended by Clause 2 Article 4 of Decree 154/2018/ND-CP, which amends
- The methods of conformity assessment as a basis for the announcement of conformity and state inspection of the quality of steel used for reinforced concrete are specified in Article 5 and Appendix II of the Regulations on Declaration of Conformity, Declaration of Conformity, and Methods of Assessing Conformity with Standards and Technical Regulations promulgated together with Circular 28/2012/TT-BKHCN.

Each batch of goods has its own set of products (goods).In case the importer requires certification at the production facility of the exporting country, the certificate regulation shall be applied according to Method 5 (typical testing and assessment of the production process; supervision through testing); samples taken at the place of production or on the market in conjunction with the assessment of the production process are specified in Section 5.3.1.
+ When goods are certified for regulation and assessed for conformity using Method 7, a sample is drawn at random from a batch of goods in accordance with the standard TCVN 7790-1:2007 (ISO 2859-1:1999), inspection level S2, single sampling plan in normal inspection, acceptance quality limit (AQL) = 1.5 for visual inspection, and lot uniformity.The maximum number of samples available for testing is three (three).
+ For the criterion of isothermal stress recovery and fatigue strength, the first test must be carried out, and it is allowed to use the test results of steel products for concrete reinforcement with the same grade, the same nominal diameter, the same manufacturer, and the same importer (for imported goods) to carry out certification or announce within 12 months from the date of issuance of test results.
+ The certificate regulation or Certificate of Quality Assessment for Method 7 is only valid for each batch of goods or product batches sampled for regulation assessment; for Mode 5, the Certificate is only valid for three years.
- Principles of recognition of conformity assessment results using test results
+ If the testing organization is qualified and meets the requirements of ISO/IEC 17025, conformity assessment organizations (certification organizations, inspection organizations) may consider using test results from testing organizations in the exporting country as the basis for certification and assessment.
+ Before using conformity assessment organizations' test results in the exporting country, the certification body or inspection organization must notify the General Department of Standards, Metrology, and Quality for monitoring and management. When necessary, the General Department of Standards, Metrology, and Quality will organize a post-inspection on the use of test results by certification and inspection organizations.
+ When using test results from conformity assessment organizations in exporting countries, certification organizations and inspection organizations must take responsibility for their certification and assessment results.
What are the responsibilities of organizations and individuals manufacturing steel used for reinforced concrete in Vietnam?
According to Section 6 of National Technical Regulation QCVN 07:2019/BKHCN issued with Circular 13/2019/TT-BKHCN, the responsibilities of organizations and individuals manufacturing steel used for reinforced concrete in Vietnam are:
Responsibilities of organizations and individuals
6.1. Organizations and individuals manufacturing steel used for reinforced concrete in the country must make the announcement of applicable standards, declaration of conformity, affix the conformity mark (CR), and label goods in accordance with the prescribed requirements in Section 2, Section 4, and comply with the regulations on management in Section 5 of this technical regulation and relevant legal documents.
6.2. Organizations and individuals importing steel used for reinforced concrete must register for state inspection of imported goods' quality, affix the regulation conformity mark (CR) and label in accordance with the requirements specified in Section 2 and Section 4, and comply with the management regulations in Section 5 of this technical regulation and relevant legal documents.
6.3. Organizations and individuals manufacturing and importing steel used for reinforced concrete are responsible for keeping application for declaration of conformity of steel used for reinforced concrete manufactured in the Vietnam and applications of registration for state inspection of shipment quality for imported steel used for reinforced concrete.
Thus, organizations and individuals manufacturing steel used for reinforced concrete in the country must make the declaration of applicable standards, the declaration of conformity, affix the certificate regulation mark (CR), and label goods in accordance with the prescribed requirements and are responsible for keeping application for declaration of conformity of steel used for reinforced concrete manufactured in the Vietnam and applications of registration for state inspection of shipment quality for imported steel used for reinforced concrete.
