What are the regulations on the International driving permit IDP form in Vietnam?
Pursuant to the provisions of Article 4 of Circular 29/2015/TT-BGTVT stipulates as follows:
Article 4. Form of International driving permit in Vietnam
1. An IDP is an A6 (148 mm x 105 mm) booklet bearing secret marks with grey cover and white pages according to the form in Appendix I enclosed with this Circular.
2. Page 1 (the cover page) provides the main information of the IDP in both Vietnamese and English, page 2 provides regulations on the scope of use of the IDP in both Vietnamese and English, page 3 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in Vietnamese), page 4 is a blank page, page 5 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in English), page 5 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in Russian), page 7 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in Spanish), page 8 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in French), page 9 specified the category of the vehicle (in French).
3. The IDP consists of two letters “VN" and 12 digits of the national driving permit code.
Accordingly, the International driving permit IDP Form is regulated as follows:
- An IDP is an A6 (148 mm x 105 mm) booklet bearing secret marks with grey cover and white pages according to the form in Appendix I enclosed with Circular 29/2015/TT-BGTVT.
- Page 1 (the cover page) provides the main information of the IDP in both Vietnamese and English,
- Page 2 provides regulations on the scope of use of the IDP in both Vietnamese and English,
- Page 3 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in Vietnamese),
- Page 4 is a blank page,
- Page 5 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in English),
- Page 5 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in Russian),
- Page 7 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in Spanish),
- Page 8 is the particulars concerning the driver and the IDP categories and subcategories of vehicles (in French),
- Page 9 specified the category of the vehicle (in French).

How long is the validation of an IDP International driving permit in Vietnam?
Pursuant to Article 5 of Circular 29/2015/TT-BGTVT stipulates as follows:
Article 5. Duration and the IDP categories of vehicles
1. An IDP is valid for no longer than 03 years from the day on which it is issued and shall be conformable to the validity of the national driving permit.
2. Categories of vehicles IDP holders may operate are specified in Appendix II enclosed with this Circular.
According to the above, the validity of an IDP is no more than 03 years from the date of issue and must be consistent with the validity period of the national driving license.
What are the regulations on the International driving permit Issuance Procedure in Vietnam?
Pursuant to Article 8 of Circular 29/2015/TT-BGTVT (amended by Clause 1, Clause 2 Article 1 of Circular 01/2021/TT-BGTVT) stipulates the procedures for issuance of an international driving permit as follows:
- Individuals apply for an international IDP according to the form specified in Appendix IV issued together with Circular 29/2015/TT-BGTVT directly or via the online public service system to the General Department of Roads of Vietnam or the Department of Transport
- Individuals, when applying directly at the General Department of Roads of Vietnam or the Department of Transport, must present the original of the national driver's license issued by Vietnam, passport, permanent resident card (for foreigners) to check the accuracy and legality of the issuance of IDP and must fulfill the obligation to pay the fee when receiving the application according to regulation;
When applying through the online public service system, individuals declare according to the instructions and are responsible for the accuracy and legality of the declared contents, must fulfill the obligation to pay fees through the fee payment function of the online public service system and pay other service usage fees according to the needs of the individual.
In case the application is not in accordance with regulations, the application-receiving agency shall notify directly or in writing or via the online public service system the contents that need to be supplemented or amended to the individual within 02 working days from the date of receipt of the application;
-Within 05 working days from the date of receipt of the application for an IDP in accordance with regulations, the General Department of Roads of Vietnam or the Department of Transport shall issue an IDP to the individual; in case of refusal to issue an IDP, it must reply and clearly state the reason.
