"Article 13. Principles of salary ranking of administrative officials and clerical officials"
1. The appointment and salary classification into the ranks of administrative officials and clerical officials specified in this Circular must be based on the job position, responsibilities, tasks and professional skills to be fulfilled by officials.
2. When appointed to the ranks of administrative officials, clerical officials may not combine with raising the salary ranking or raising the official ranking."

What are the regulations on salary ranking of administrative officials in Vietnam?
According to Article 14 of Circular 2/2021/TT-BNV stipulating the principle of salary ranking of officials as follows:
"Article 14. Salary ranks of administrative officials
1. The ranks of administrative officials specified in this Circular shall apply Table 2 (professional salary table for officials in state agencies) issued together with Decree No. 204 /2004/ND-CP dated December 14, 2004 of the Government on salary regime for officials, public employees and armed forces (hereinafter abbreviated as Decree No. 204/2004/ND- CP), as follows:
a) The rank of senior-specialist (code 01.001) applies the salary scale for officials grade A3, group 1 (A3.1), from pay rates 6.20 to salary coefficient 8.00;
b) The rank of principal-specialist (code 01.002) applies the salary scale for officials of class A2, group 1 (A2.1), from pay rates 4.40 to pay rates 6.78;
c) The rank of specialist (code 01.003) applies the salary scale of officials grade A1, from pay rates 2.34 to pay rates 4.98;
d) The rank of technician (code 01.004) applies the salary scale of the official grade A0, from the pay rates 2.10 to the pay rates 4.89;
dd) The rank of employee (code 01.005) applies the salary scale of class B officials, from pay rates 1.86 to pay rates 4.06.
In case an official of the rank of employee performing the task of driving an agency vehicle does not have an intermediate diploma or higher with a training major suitable to the requirements of the position, Table 4 (Payroll of executive staff, serving in state agencies and public service providers shall be applied) issued together with Decree No. 204/2004/ND-CP.
2. The change of salary ranking for officials from the current ranks to the ranks of administrative officials specified in this Circular shall comply with the guidance in Clause 2, Section II of Circular No. 02/2007. /TT-BNV dated May 25, 2007 of the Minister of Home Affairs providing guidance on salary grading when raising ranks, changing ranks or changing types of officials and public employees (hereinafter abbreviated as Circular No. 02/2007/TT-BNV).
In case the official does not meet the criteria and conditions to change the salary ranking into the officer rank or employee rank according to the provisions of Clause 6, Article 1 of the Minister's Circular No. 05/2017/TT-BNV dated August 15, 2017 The Ministry of Home Affairs amends and supplements a number of articles of Circular No. 11/2014/TT-BNV dated October 9, 2014 and Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs. Professional standards, rank appointment and salary classification for administrative official ranks and the organization of civil service promotion exams, they will continue to be paid according to the current official ranks for a period of 05 years from the effective date of this Circular. Within this 05-year period, officials must complete the standards of training qualifications as required by the officer ranks and (new) staff ranks. When an official fully meets the criteria and conditions for the rank of official or (new) employee, the agency employing the official shall report it to the official management agency for consideration and decision on appointment to the rank. In case the official fails to fulfill the training qualification standards required by the official rank, the downsizing shall be carried out according to the provisions of law."

According to Article 15 of Circular 2/2021/TT-BNV stipulating the principle of ranking salaries of officials as follows:
"Article 15. Salary ranks of clerical officials
1. officials appointed to the ranks of specialized officials specified in this Circular shall apply Table 2 promulgated together with Decree No. 204/2004/ND-CP, as follows:
a) The main librarian Ngach (code 02.006) applies the salary scale for officials grade A2, group 1 (A2.1), from pay rates 4.40 to pay rates 6.78;
b) Ngach Van librarian (code 02.007) applies the salary scale of officials grade A1, from pay rates 2.34 to pay rates 4.98;
c) The intermediate level librarianship (code 02.008) applies the salary table of class B officials, from pay rates of 1.86 to pay rates of 4.06.
+ If a official with a college degree or higher is recruited to a job position requiring the corresponding official rank, which is the rank of intermediate-level librarian, he/she shall be classified into level 2 of the rank of intermediate-level librarian; If there is a probationary period, during the probationary period, they will be entitled to 85% of the level 2 salary of the intermediate clerical rank.
2. The change of salary ranking for officials from the ranks of specialized officials currently held to the ranks of specialized officials specified in this Circular shall comply with the guidance in Clause 2, Section II of Circular No. 02/ 2007/TT-BNV.
- For officials with college degrees, when recruiting, they have been ranked A0 officials according to the provisions of Decree No. 204/2004/ND-CP. ), the salary ranking in the new corps is based on the working time with compulsory social insurance payment according to the salary scale and table prescribed by the State (after deducting the probationary period according to the regulations of the rank) as follows: after:
- Calculated from level 2 of the rank of intermediate librarian, every 2 years (full 24 months) will be ranked up to 01 salary level (if there is a break but not yet enjoying the social insurance regime, it will be accrued).
- In case there is a year in which the assigned tasks are not completed or disciplined during the working period, the regular salary increase regime will be extended according to regulations.
- After transferring salary to the rank of intermediate-level librarian, if the salary coefficient ranked in the middle-class clerical level plus the extra-seniority allowance (if any) is lower than the salary coefficient already enjoyed in the old rank, then are entitled to a reserve differential coefficient equal to the salary coefficient (including over-the-frame seniority allowance, if any) currently enjoying at the old rank. This reserve differential coefficient is enjoyed during the time the official ranks salary at the intermediate clerical level.
- After that, if the official is promoted to the rank, this reserve difference coefficient may be added to the salary coefficient (including overtime allowance, if any) currently being received to rank the salary into the appointed title when it is raised. quota and stop enjoying the reserve differential coefficient from the date of receiving salary in the new rank."
