According to the provisions of Clause 1, Clause 2, Article 6 of Circular 2/2021/TT-BNV, regulations on officials of the rank of Chief specialist are as follows:

- Responsibilities:

An official with high professional qualifications in one or several fields of state management in an administrative agency or organization from the district level or higher, responsible for researching, formulating policies or implementing the task of leading, directing and organizing the implementation of policies and laws in the locality from the district level upwards.

- Tasks:

+ Assume the prime responsibility for or participate in researching, formulating and organizing the implementation of policies and laws; building and perfecting the state management institutions or mechanisms in the professional and professional fields assigned to manage;

+ Assume the prime responsibility for, or participate in, research and development of regulations and regulations on professional management of branches, domains and localities; to research and develop topics, schemes and scientific research works in order to renew and perfect the management mechanism, improve the effectiveness and efficiency of the operation of agencies and organizations;

+ Lead or participate in the implementation of professional activities; formulating general reports, evaluating and perfecting management mechanisms and policies;

+ Guide, monitor and inspect the implementation of professional regimes and policies; participate in proposing measures to improve the effectiveness and efficiency of management of the sector, field or locality.

According to the provisions of Clauses 1 and 2, Article 7 of Circular 2/2021/TT-BNV, stipulating the officers of the Specialist rank as follows:

- Responsibilities:

+ An official with basic professional qualifications in administrative agencies and organizations from district level or higher, responsible for researching, formulating and organizing the implementation of policies and laws according to branches and domains, region or locality.

- Tasks:

+ Participating in the formulation and implementation of regulations and regulations on professional management of branches, domains and localities; participate in formulating mechanisms and specific decisions of each management content according to the provisions of law, suitable to the actual situation;

+ Advise and submit to competent authorities to decide on specific issues; proactively coordinate with relevant units and other officials in performing the work in accordance with their assigned competence and responsibilities;

+ Participate in checking, collecting information, making statistics, managing records, storing documents and data to serve the work;

+ Monitor, urge, inspect and propose measures to implement regulations or management decisions with results;

+ Directly perform official duties and other tasks assigned by superiors.

(1) Standards of professional competence:

- Firmly grasp the Party's guidelines and policies, laws on industries and fields of work, and professional knowledge and skills in the fields of management;

- Be able to participate in the formulation of legal documents, schemes, projects, action programs and guiding the implementation of regimes, policies and regulations on state management in branches, domains or localities;

- Understand the situation and development trend of the industry and field of work in the country and the world; capable of organizing research for management and processing management information;

- Be able to work independently or in groups; have skills in drafting documents and making presentations on assigned research and consulting issues;

- Have basic information technology skills and use foreign languages ​​or use ethnic minority languages ​​for officials working in ethnic minority areas as required by the job position.

(2) Standards of training and retraining qualifications:

- Possess a university degree or higher with a major or training discipline relevant to the industry or field of work;

- Possess a certificate of training in knowledge and skills of state management for officials of the main professional rank and equivalent or have an advanced degree in political-administrative theory.

- Be able to participate in formulating and guiding the implementation of regimes, policies and regulations on state management in their respective branches, domains or localities; capable of participating in research for management and processing of management information;

- Be able to to work independently or in groups; have skills in drafting documents and presenting issues assigned to advise and propose;

- Have basic information technology skills and use foreign languages ​​or use ethnic minority languages ​​for officials working in ethnic minority areas as required by the job position.

(2) Standards of training and retraining qualifications:

- Possess a university degree or higher with a major or training discipline relevant to the industry or field of work;

- Possess a certificate of state management knowledge and skills training for public servants of the specialist rank and the equivalent.

Thus, standards for professional qualifications of district-level administrative officials are prescribed as above.

Circular 06/2022/TT-BNV takes effect from August 15, 2022.
