What are the purposes of assessing the operations of libraries in Vietnam?

Pursuant to Article 3 of Circular 05/2020/TT-BVHTTDL, the purposes of assessing the operations of libraries in Vietnam are as follows:

- Assessing the operations of libraries to service of the state management on libraries which is carried out on the basis of determining the capacity of libraries, the impacts of libraries on individuals, communities and society in order to have appropriate management and investment mechanisms, research, and propose policies and orientations for the development of libraries and reading culture of the whole country.

- Assessing the operations of libraries to improve the efficiency of operations of libraries which is carried out on the basis of assessing the capacity of organizing information resources and library utilities, the renovation and improvement of service quality so that libraries determine their efficiency of operations as a basis for planning, giving solutions to improve the service quality and efficiency of operations, affirming the value of libraries to users, communities and society.

What are the principles for assessing the operations of libraries in Vietnam?

Pursuant to Article 4 of Circular 05/2020/TT-BVHTTDL, the principles for assessing the operations of libraries in Vietnam are:

- Ensure objectivity, accuracy and compliance with the provisions of law in assessing the operations of libraries through quantitative, statistical, calculation and data collection methods according to national standards.

- Ensure honesty, openness, transparency and equality in assessing the operations of libraries through the collection of information and assessment data investigated and collected at libraries, as well as the collection of opinions of library users according to national standards generally applied to all types of libraries.

- Annually assess with an assessment period conducted by libraries from December 1 of the previous year to November 30 of the reporting year. For libraries of education and training institutions, self-assessment can be combined according to the school year.

What are the procedures for assessing the operations of libraries in Vietnam?

Pursuant to Article 7 of Circular 05/2020/TT-BVHTTDL, the procedures for assessing the operations of libraries in Vietnam are:

Step 1: Planning

- Determine the time, progress, content and budget estimates for implementation; if necessary, an assessment team can be established.

- Guide the investigation, collect information and data, use assessment software (if any), process data (standardize data), report assessment results (calculation and reporting) to participants.

Step 2: Collect information and data

- Collect from the annual assessment report of the library.

- Collect directly at the library according to the investigation form.

- Collect from the data processing software system and methods according to national standards.

- Other methods.

Step 3: Analyze results

- Synthesize and process data (standardize data); develop reports on assessment results (calculations and reports) using assessment software (if any).

- Complete reports and investigation data.

Step 4: Complete assessment

- Hold the meeting to report the results of the assessment.

- Formulate records and keep reports and investigation data.

What are the regulations on self-assessing the operations of libraries in Vietnam?

Pursuant to Article 5 of Circular 05/2020/TT-BVHTTDL, the regulations on self-assessing the operations of libraries in Vietnam as follows:

- The National Library of Vietnam, provincial public libraries and public libraries play an important role in assessing all criteria according to national standards;

- Libraries not eligible for the above cases shall assess according to the criteria selected by the agencies, organizations and individuals establishing the libraries from the set of criteria according to national standards, ensuring that the groups of criteria are suitable for the functions, tasks, scale and roles of the libraries.

- Libraries shall self-assess operations and send reports on internal assessment results to the agencies, organizations and individuals establishing the libraries (if any), state management agencies (at the request) no later than December 30 of each year; or within 60 days after the end of the school year in case of assessment according to the school year.
