Pursuant to Clause 1, Article 22 of the Draft Decree detailing the implementation of a number of articles of the Law on Emulation and Commendation, there has been a proposal on the required working period to consider rewarding the dedication process in Vietnam as follows:
- Officials participating in revolutionary activities before 1945 are those who participated in the revolution before January 1, 1945, admitted to the Communist Party of Indochina, or re-admitted before August 19, 1945, recognized by the competent authority.
- Pre-insurrectionary officials are participants in the revolution from January 1, 1945 to August 1, 1945, recognized by the competent authority.
- Officials participating in 2 resistance wars against French colonialism and against American imperialism who participated continuously from after the August Uprising of 1945 to April 30, 1975.
- Officials participating in the resistance period against French colonialism are those who participated in continuous service from after the August Uprising of 1945 to July 20, 1954.
- Officials participating in the resistance period against American imperialism are those who participated in continuous service between July 20, 1954 and April 30, 1975.
- Officials working during the period of national construction and defense are those who have been working since April 30, 1975 to the present.
What are the time and conditions for applying the reward of dedication process in Vietnam under the latest proposal?
Pursuant to Clause 3, Article 22 of the draft Decree detailing the implementation of a number of articles of the Law on Emulation and Commendation as follows:
- Ministries, departments, branches, and provinces shall submit to the Prime Minister for consideration and submit to the President for commendation the dedication process for qualified individuals when there is a notice of retirement leave.
In case individuals have been rewarded for their dedication process, then continue their work and hold new positions in agencies, organizations, and unions, if they have achievements in their work, they will be offered emulation titles and forms of reward as prescribed.
- Do not reward individuals who are disciplined for expulsion from the Party or are disciplined in the form of sack; or deprived of military titles, officer ranks or professional ranks. For individuals who have been disciplined for expulsion from the Party, then have remedied their shortcomings, strived, and been readmitted to the Party, if they meet the prescribed standards, after the next party admission, they will be considered for the reward.
- Give lower a commendation level for individuals who have been disciplined from the Party, expelled from the Party, and then readmitted, individuals who are dismissed, demoted to military rank, reduced salary, or warned. Disciplinary action is only considered once for a form of reward (later considerations are not based on the disciplinary action considered for the previous reward).
- The Central Committee for Emulation and Commendation shall consult the Central Organizing Committee and the Central Inspection Committee for Officials managed by the Politburo and the Secretariat before submitting them to the Prime Minister for consideration and submission to the President for reward.

Pursuant to Article 23 of the Draft Decree detailing the implementation of a number of articles of the Law on Emulation and Commendation, equivalent titles for consideration and reward of the dedication process include:
- Titles equivalent to Minister.
- Titles equivalent to Deputy Minister, Deputy Head of the Party Committee, Deputy Head of the Central Committee.
- Titles equivalent to Director (Director); The title is equivalent to Deputy Director (Deputy Director).
- Titles equivalent to Vice Chairman of the People's Committee of the province or centrally-run city.
- Titles equivalent to Director of Department, Head of provincial unions.
- Titles equivalent to presidents of people's councils, presidents of people's committees of districts, towns, and cities of provinces and centrally-run cities.
