What are the procedures for restoring the validity of ordinary passports at provincial police authorities in Vietnam?

Pursuant to subsection 2 of Section B of the administrative procedures promulgated together with Decision 5568/QD-BCA in 2023, the procedures for restoring the validity of ordinary passports at provincial police authorities in Vietnam are carried out as follows:

Step 1: Prepare documents in accordance with the law.

Step 2: Apply

* The applicant for restoration of the validity of an ordinary passport shall directly submit the application during office hours on weekdays to the Immigration Management Office of the provincial police authority at a convenient place or where the inviting or sponsoring individuals reside.

Or apply online through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send additional documents via the public postal service as notified by the Immigration Management Office of the provincial police authority on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).

* The immigration officer receives the application, checks and compares information in the application form with information in passports:

+ If the application is complete and valid, an appointment letter to return the result shall be issued to the applicant or the immigration officer notifies it on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.

+ If the application is missing or invalid, the application-receiving officer shall guide or notify it on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant to complete the application.

+ In case the application is not eligible, the application shall not be received, the immigration officer shall answer or notify in writing the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reason.

* In the case of online application, the applicant may request to receive the result via postal service and pay a delivery service fee.

* Time to receive applications: From Monday to Saturday morning every week (for units arranging to receive applications on Saturday morning); except for New Year's Day, public holidays.

Step 3: Return the result.

+ The applicant directly receives the results at the Immigration Management Office of the provincial police authority where the application has been submitted; When coming to receive the results, the applicant must bring an appointment letter to return the results and present the identity card, and citizen identity card. In case of requesting to receive results via postal service, the applicant shall follow the instructions of the public postal service provider.

+ In case of refusal to restore the validity of an ordinary passport, it shall reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reason.

+ Time to return results: From Monday to Friday every week (except New Year's Day, public holidays.
