What are the procedures for issuance of CoC to ratings forming part of a navigational watch, ratings forming part of an engine-room watch, and electro-technical ratings in Vietnam?

Pursuant to the provisions of Section 2 of the Administrative Procedures promulgated together with Decision 996/QD-BGTVT in 2023, the procedures for issuance of CoC to ratings forming part of a navigational watch, ratings forming part of an engine-room watch, electro-technical ratings in Vietnam are specified as follows:

- Seafarer management bodies and individuals shall submit 01 application for issuance of CoC to ratings forming part of a navigational watch, ratings forming part of an engine-room watch, electro-technical ratings; CoC to Vietnamese seafarers holding CoC issued by foreign competent authorities directly or send by post or via the online public service system to the Vietnam Maritime Administration.

- Vietnam Maritime Administration shall receive and check the application for its composition and quantity, record it, and give an appointment for the return of application processing result within the specified time limits:

- If an application is submitted directly and inadequate as prescribed, the received application shall be returned to the applicant who shall also receive instructions for modifying its application;

- If an application is submitted by post or through the online public service system and is inadequate as prescribed, the Vietnam Maritime Administration shall give written notification to the applicant within 02 working days from the receipt of the application;

- Within 02 working days after receiving a complete and valid application as prescribed, Vietnam Maritime Administration shall issue CoC according to the form in Appendix I promulgated together with Circular 20/2023/TT-BGTVT. If an application is refused, a written response indicating reasons for refusal shall be given to the applicant.

- An application for CoC for rating forming part of a navigational watch, Oiler rating forming part of an engine-room watch or electro-technical rating includes:

+ An application form from a seafarer in the specified form or an application form from the seafarer management body according to the specified form;

+ Certified true copies or copies derived from the original register or copies with the original for comparison or electronic copies derived from the original register or certified true electronic copies: Graduation diploma or certificate of graduation or graduation decision or Certificate of completion of the theoretical module of the maritime officer training program or Certificate of completion of all ratings forming part of a navigational watch training sections or Certificate of completion of all Oiler ratings forming part of an engine-room watch training sections or Certificate of completion of all Electro-technical rating training sections; Certificate of refresher and advanced learning (if any); Certificate of basic professional training. With regard to a graduation diploma issued by foreign education and training institutions, a certified true copy or copy presented with its original for verification or electronic copy derived from the original register of Certificate of Recognition of Diplomas as prescribed by the Ministry of Education and Training is required;

+ The original or certified true copy or certified true electronic copy of the health certificate according to regulations of the Ministry of Health;

+ 02 color photos, size 3cm x 4cm, white background, taken within the last 06 months, in case of applying in person or by post, 01 photo file in case of submitting the online application;

+ A certified true copy or a copy presented with its original for verification or a certified true electronic copy of the seafarer’s discharge book (in case of refresher, advanced, or only vocational qualifications).

- An application for issuance of CoC to AB deck rating or AB engine rating includes:

+ An application form from a seafarer in the specified form or an application form from the seafarer management body according to the specified form;

+ Certified true copies or copies derived from the original register or copies with the original for comparison or electronic copies derived from the original register or certified true electronic copies: Graduation diploma or certificate of graduation or graduation decision or Certificate of completion of the theoretical module of the maritime officer training program or Certificate of completion of all ratings forming part of a navigational watch training sections or Certificate of completion of all Oiler ratings forming part of an engine-room watch training sections or Certificate of completion of all Electro-technical rating training sections; Certificate of refresher and advanced learning (if any); Certificate of basic professional training. - An application for issuance of CoC to AB deck rating or AB engine rating who holds CoC for rating forming part of a navigational watch or Oiler rating forming part of an engine-room watch includes:

+ An application form from a seafarer in the specified form or an application form from the seafarer management body according to the specified form;

+ The original or certified true copy or certified true electronic copy of the health certificate according to regulations of the Ministry of Health;

+ 02 color photos, size 3cm x 4cm, white background, taken within the last 06 months, in case of applying in person or by post, 01 photo file in case of submitting the online application;

+ Certified true copy, or the copy presented with its original for verification, or certified true electronic copy of the seafarer’s discharge book, or passport (for seafarers working on foreign-flagged ships).
