What are the procedures for issuance of a certificate of conformity from inspection of technical safety quality and environmental protection for imported motor vehicles in Vietnam?
Pursuant to Decision 1137/QD-BGTVT in 2023, the procedures for issuance of a certificate of conformity from inspection of technical safety quality and environmental protection for imported motor vehicles in Vietnam shall comply with the provisions of Subsection 1.1 Section 1 Part II of Administrative procedures promulgated together with Decision 1137/QD-BGTVT in 2023.
To be specific:
Step 1: Apply
The importer files an application for inspection to the Vietnam Register online via the National Single Window.
In case of force majeure events, the importer may file a paper application with the Vietnam Register.
Step 2: Settle procedures
- Submission of application for inspection:
+ With regard to a vehicle type that is firstly imported into Vietnam, at the time of application submission, the importer must provide the documents specified at Points a, b, c, d, dd, e, g, h, Clause 1, Article 4 of Decree 60/2023/ND-CP.
(Particularly for the CoC/DoC, the importer must submit one representative copy for each type on the National Single Window and all the originals of the CoCs/DoCs of the vehicles in the shipment to the Vietnam Register before physical inspection)
Documents specified at Point i, Clause 1, Article 4 of Decree 60/2023/ND-CP must be submitted upon physical inspection.
+ With regard to a vehicle type that is issued with a Certificate of conformity from inspection of technical safety quality and environmental protection for an imported motor vehicle, at the time of application for inspection, the importer must provide the documents specified at Points a and b, c, e, h, Clause 1, Article 4 of Decree 60/2023/ND-CP.
(Particularly for the CoC/DoC, the importer must submit one representative copy for each type on the National Single Window and all originals of the CoCs/DoCs of the vehicles in the shipment to the Vietnam Register before physical inspection)).
Documents specified at Point i, Clause 1, Article 4 of Decree 60/2023/ND-CP must be submitted upon physical inspection. The importer must provide the Vietnam Register with the number of the Certificate of Conformity for the vehicle of the same type that was issued under the first application for inspection.
+ Upon expiration of the COP, the importer must submit a new COP. If such a COP is not available, the importer must submit a COP Audit Report, and then supplement a new COP that remains valid within 90 days.
- Receipt of application for inspection
+ The Vietnam Register shall receive and verify required documents in the application for inspection and give processing results within 1 working day, specifically as follows:
++ If the application for inspection is complete as required, the Vietnam Register shall certify the Application form for inspection, and then the system will issue a Registered No. for inspection and send it to the National Single Window (for online application), or the Vietnam Register shall issue a Registered No. for inspection, certify the Application form for inspection, and return it to the importer (for paper application) so that they can complete the import paperwork with the customs authority
++ If the application for inspection is incomplete as required, the Vietnam Register shall send a notice on the National Single Window (for online application) or send a notice (for paper application) to the importer for amendments.
+ The Vietnam Register may reject an application for inspection and send a notice on the National Single Window (for online application) or send a notice (for paper application) to the importer if:
++ the motor vehicle or parts and equipment poses a threat to safety or the environment;
++ or the importer failed to present the vehicles for inspection for the previous shipment and more than 15 days after the date of application for inspection of this shipment (except for the force majeure event)..
- Inspection
+ The importer sends to the Vietnam Register the Confirmation of Inspection Schedule on the National Single Window together with the number and date of the Declaration of imported goods (for online application) or Confirmation of Inspection Schedule together with the copy of the Declaration of imported goods (for paper application).
Within 1 working day after the inspection date proposed by the importer on the Confirmation of Inspection Schedule, the Vietnam Register must conduct the inspection. If the inspection is unenforceable due to force majeure events (natural disasters, epidemics, etc.), the Vietnam Register shall agree with the importer to conduct the inspection at another suitable time.
+ Matters to be inspected:
The Vietnam Register shall inspect the discrepancies in the documents submitted with the application for inspection and compare one random model in a vehicle type in the application for inspection with the CoC/DoC of the vehicle, and check the chassis numbers and engine numbers of all vehicles.
If any documents submitted with the application for inspection are unsuitable or the vehicle is practically inconsistent with the application for inspection, within 4 working days, the Vietnam Register shall send a notice on the National Single Window (for online application) or send a notice (for paper application) to the importer for amendments to or cancellation of the application.
- Issuance of Certificate of conformity from inspection of technical safety quality and environmental protection for imported motor vehicle
Within 4 working days of the inspection being assessed as passed and the application being verified as duly complete as prescribed, the Vietnam Register shall issue a Certificate on the National Single Window (for online application) or in hard copy (for paper application) to each vehicle in the import shipment.
If imported motor vehicles are prohibited from import, the Vietnam Register shall issue a Notice of Prohibition of Import stating that the motor vehicles are prohibited from import on the National Single Window (for online applications) or in hard copy (for paper applications).
- Actions taken against late presence of vehicles for inspection: If the importer fails to present the vehicles for inspection after 15 days of filing the application for inspection, the Vietnam Register shall cooperate with the customs authority in jointly inspecting the vehicles at their storage location, as a basis for issuing an inspection report and completing the customs clearance for the shipment.
The result of carrying out administrative procedures:
- Certificate of conformity from inspection of technical safety quality and environmental protection for an imported motor vehicle.
- Notice of motor vehicles on the list of prohibited imports.
Fees, charges, prices:
- Fees:
+ Motor vehicles with 10 seats or more: VND 40,000/Certificate;
+ Motor vehicles under 10 seats (excluding ambulance): 90,000 VND/Certificate.
- Price of inspection services for technical safety quality and environmental protection: 0.1% of import price/vehicle; but not less than 300,000 VND/vehicle.

Pursuant to subsection 1.3, Section 1, Part II Administrative procedures issued together with Decision 1137/QD-BGTVT in 2023, the application for issuance of a certificate of conformity from inspection of technical safety quality and environmental protection for imported motor vehicles in Vietnam includes:
- Application form for technical safety quality and environmental protection inspection for imported motor vehicles made under the specified form;
- Information sheet of imported motor vehicle made under the specified form;
- Original CoC/DoC issued to each motor vehicle;
- VTA (copy certified by the vehicle importer);
- COP issued to the manufacturer (copy certified by the vehicle importer);
- C/O (copy certified by the vehicle importer);
- VIN decoding of each manufacturer (copy certified by the vehicle importer);
- Commercial invoice enclosed with the packing list (copy certified by the vehicle importer);
- Declaration of imported goods for paper application, or number and date of the declaration of imported goods for online application (copy certified by the vehicle importer).

The time limit for issuance of a certificate of conformity from inspection of technical safety quality and environmental protection for imported motor vehicles in Vietnam is determined according to subsection 1.4 Section 1 Part II Administrative procedures issued together with Decision 1137/QD-BGTVT in 2023 as follows:
- Receipt of application for inspection: Within 01 working day;
- Inspection: Within 1 working day after the inspection date proposed by the importer. If the inspection is unenforceable due to force majeure events (natural disasters, epidemics, etc.), the Vietnam Register shall agree with the importer to conduct the inspection at another suitable time.
- If any documents submitted with the application for inspection are unsuitable or the vehicle is practically inconsistent with the application for inspection, within 4 working days, the Vietnam Register shall send a notice on the National Single Window (for online application) or send a notice (for paper application) to the importer for amendments to or cancellation of the application.
