What are the principles of connecting, sharing and extracting information between the national database on population and the national database in Vietnam?
According to the provisions of Article 3 of Circular 46/2022/TT-BCA on the principle of connecting, sharing and extracting information between the national database on population and the national database, specialized databases and other information systems as follows:
- Comply with the provisions of the law on personal data protection; ensure regulations on cyberinformation security, confidentiality and safety in accordance with current laws.
- Do not affect the rights and responsibilities of relevant agencies, organizations and individuals; do not infringe on the rights involved in private life, personal secrets or family secrets unless cases provided for by law.
- The agency managing the national database on population of the Ministry of Public Security shall connect and share information in the national database on population with agencies, organizations and individuals in accordance with law.
- Agencies, organizations and individuals that are connected, shared and extracted with the national database on population must ensure the conditions of information system infrastructure, connection models, data structures, security, safety and confidentiality of information in accordance with the provisions of law.
What are the responsibilities of agencies and organizations engaged in activities of connecting, sharing and extracting information with the national database on population in Vietnam?
According to the provisions of Clause 2, Article 10 of Circular 46/2022/TT-BCA, agencies, organizations and individuals engaged in activities of connecting, sharing and extracting information with the national database on population have the following responsibilities:
- Comply with the provisions of this Circular and the provisions of law on management, connection and sharing and use of information;
- Extract and use information in the national database on population in accordance with the permitted scope and uniform contents on sharing information;
- Share the information specified in Article 4 of this Circular for the national database on population.
- Promptly notify the agency managing the national database on population of the Ministry of Public Security about the errors of information shared or extracted and used.
- Coordinate with competent agencies and agencies managing the national database on population to solve problems in the process of connecting, sharing, extracting and using information in the national database on population.
In addition, agencies, organizations and individuals engaged in activities of connecting, sharing and extracting information with the national database on population also have the right to:
- Extract and use information in the national database according to the functions, tasks and purposes registered with the agency managing the national database.
- Request the agency of managing the national database on population of the Ministry of Public Security to solve problems affecting the right to extract and use information in the national database.

According to the provisions of Article 12 of Circular 46/2022/TT-BCA, citizens search and extract information through the national public service portals as follows:

According to the provisions of Clause 2, Article 9 of Circular 46/2022/TT-BCA, when encountering problems and difficulties in the process of connecting and extracting information with the national database, agencies, organizations and individuals request to be handled incidents, supported and answered problems during operation, use of functions, connection, sharing and extraction of information with the national database on population through:

+ Working directly at the headquarters of the agency managing the national database on population of the Ministry of Public Security.
+ By writing requests for support and problem solving.
